ABOUT THE MISSION

Solidarités International (SI) is planning to implement sanitation and energy-resilience interventions in Sudan and Chad to reduce reliance on wood-based fuels for cooking and to look for local options such as treated and properly contained fecal sludge (FS) waste as well as improved cooking modalities options, based on the main food cooked by local populations.

In the IDPs camp of Tawilah, in Sudan, wood-based fuel has been until now the main fuel for cooking purposes, majority utilizing traditional 3 stone triangular shaped stoves/structure and mud-clay/dung stoves and in few households’ metallic portable stoves. However, a huge increase in population has caused a massive depletion of the bush around camp and an increase of wood cost, especially during rainy season when the bush is less accessible. Complementary co-materials (e.g., binders, rice husk, sawdust) that may be useful to produce alternative fuel are also scarce. In the camps hosting a large and growing population (about 450,000-700,000 people at the moment) of IDPs due to continued conflict in Darfur, the concentration of thousands of households in a limited area has sharply increased the demand for cooking fuel, accelerating the depletion of surrounding natural resources and highlighting the urgent need to identify feasible solution for alternative fuel either from FS solutions or from other sources.

In Chad, in the spontaneous site in the town of Adré in Ouaddaï, which hosts more than 200,000 refugees, Chadian government has been pursuing a policy of environmental preservation and actively combating deforestation for several years, but the refugees’ influx of the last years needs additional preservation measures, especially using wood-based fuel with a traditional 3 stone triangular shaped structure for cooking.

Field experience and secondary data highlight contrasting conditions in the two contexts of Sudan and Chad that warrant a comparative feasibility approach, in terms of cooking practices but as well in terms of potential alternative for cooking fuel/ technique (such as treated human sludge).

PURPOSE OF THE CONSULTATION

Analyze the current cooking practices and their impact on local environment and provide SI with decision-ready, context-specific recommendations for household cooking fuel and improved stove options.

CONSULTANCY DELIVRABLES AND TIMELINES

Timeline & Workplan (Indicative)

• Week 1-2: Inception, tool finalization, sampling & logistics.
• Weeks 3–8: fieldwork (Sudan & Chad in different moment); rolling analysis.
• Week 9: Options longlist, screening & shortlisting.
• Week 10-11: Comparative analyses; Risk Assessment; (optional) field validations.
• Week 12: Draft report & stakeholder workshop.
• Week 13: Final report & briefs.

Final scheduling will reflect security/access, seasonality, and stakeholder availability.

Deliverables & Format

• Inception Report (methodology, tools, detailed workplan, risk & quality plan).
• Country Energy & Social Acceptance Briefs (Sudan, Chad).
• Options Longlist with preliminary pros/cons matrix (Sudan, Chad).
• Shortlist Dossier with screening rationale.
• MCA Report with possible synergies and selected option(s).
• Field Validation Note (if applicable).
• Risk Assessment Report & Monitoring and Mitigation Plan.
• Draft Feasibility Study Report (full analysis, recommendations, roadmaps).
• Stakeholder Workshop Materials (slides + handouts).
• Final Feasibility Study Report + Executive Summary (8–10 pp) + Two 2Xpage Country Briefs.
• Propose a presentation of the results within the FSL/WASH sector group in eastern Chad.
• Annexes: datasets, survey tools, interview guides, MCA workbook, financial model, risk assessment, GIS/locational references, photo logs etc.

REQUIRED PROFILE

Compulsory members of team:

• Team Lead – Energy/cooking practices/environment (10+ years humanitarian energy/cooking practices/environment; multi criteria analysis (MCA) and life cycle cost((LCC) experience.
• Sanitary Engineer/Planner (faucal sludge treatment plant (FSTP) processes; service models; sampling & quality assurance (QA)/quality control ( QC).
• Household Energy Specialist (clean cooking technologies; testing protocols; market systems).
• Preferred additional members of team:
• Socio‑anthropologist/Protection Specialist (social acceptance, gender/GBV-sensitive methods).
• Environmental & Social Safeguards Specialist (screening, environmental and Social Plan (ESMP) scoping; health and safety H&S).
• Local Researchers/Enumerators & Translators (Arabic/French/local languages).
• Security focal (mission planning, Hostile Environment (HEAT)-awareness).
• Minimum requirements of the team: demonstrated experience in Sudan/Chad or similar Sahel/humanitarian contexts; strong stakeholder facilitation; robust data management.

1. Total Cost (all costs should be in USD)
2. Cost per day of each contributor;

5. Proposed schedule of payments.

The evaluation criteria for the proposal are:

• Price / Financial proposal and terms of payment: 25%.
• Quality of the methodology / Technical proposal / Skills/ References: 75%.

Bids that do not include at least one reference for consulting or research work will not be considered.
