CONSULTANCY FOR YOUTH-LED PEACEBUILDING INITIATIVES DEVELOPMENT

  1. Project framework

WeWorld is currently implementing the project “Kujenga Amani Pamoja” [Building the peace together], co-funded by the European Union (March 2023 – February 2026) which aims at empowering young women and men to become peacebuilders and agents of positive change within their communities. The project is a multi-country program implemented in the coastal bordering areas of Kenya, Tanzania, and Mozambique. In Kenya, the project is implemented in partnership with Stretchers Youth Organization (in Kwale County). The project adopts a community-led approach that recognizes that grassroots efforts are crucial for building a more inclusive and peaceful society. Through participatory approaches, WeWorld supports the use of media and arts to empower youth and to promote social cohesion, peacebuilding and gender equality. Conflict-sensitivity is integrated into every phase of the project, informed by a deep understanding of the conflict and peace dynamics specific to the target locations.

2. Objective of the assignment

The objective of the consultancy is to:

  1. Provide both technical and creative support to Kenyan Civil Society Organizations (CSOs) to develop and implement effective peacebuilding initiatives. 15 youth-led initiatives are expected to be designed by selected CSOs in collaboration with media outlets and journalists.
  2. Establish and strengthen capacity of 15 existing community-based organizations with an aim of informing prioritization of strategies and projects to be implemented by them.
  3. Facilitate and document a consultative process with WeWorld and partners to seek feedback on the proposed sub-granting projects by CSOs. Weworld will provide financial support for the implementation of these initiatives. All the initiatives are expected to be implemented in Kwale County.
  4. Integrate media engagement plan for enhancing communication effectiveness and media coverage of the initiatives that will be developed by CSOs.

    3.Scope of work and timelines

The Consultant is expected to work in close coordination with WeWorld team and is expected to provide support to the following activities, according to the timelines included below.

Activity 1: Provide training to 30 young members of CSOs and 30 young journalists/social media communicators on youth-led peacebuilding initiatives. The training is expected to provide participants with practical skills and tools to develop context specific youth-led peacebuilding initiatives based on the understanding of the conflict and peace dynamics, as well as interactions, which come into play in their communities. During this session, participants are also expected to be inspired and learn from concrete examples of youth-led peacebuilding initiatives promoted in different countries.

4. Duration of the Assignment

The consultancy will take place August 2024 to March 2025 and will include a total number of two hundred forty (240) consultancy days.

5. Key Deliverables

  • Training/workshops package including agenda, material, handouts and reports.
  • 15 effective youth-led peacebuilding initiatives developed in strict collaboration with CSOs, media and target schools.
  • Development of a strategy and tools for impact monitoring.
  • Inception report detailing the methodology/ approaches and timelines associated with this consultancy.
  • Financial support to third parties documentation (Follow-up activities and project-tailored coaching and mentoring sessions to sub-granted CSOs reports).
  • Conduct organizations’ capacity assessment (OCA) of 15 target COSs.
  • Overall report including pictures.

6.Qualifications/ Experience Required

Degree in social sciences/finance/administration/accounting.

  • Knowledge of peace and conflict studies is desirable.
  • Demonstrated experience working in the area of subgranting.
  • Demonstrated experience in conducting trainings (TOTs).
  • Proven track records in conducting similar assignments in community engagement and youth empowerment.
  • Demonstrated ability in building capacity and providing training and technical assistance to grantees.
  • Ability to work independently and as part of a team, taking initiative, identifying priorities, solving problems, and making decisions to meet deadlines in a fast-paced environment.
  • Excellent analytical and quantitative skills.
  • Strong organizational skills and attention to detail.
  • Fluency in written and spoken Swahili.
  • Fluency in written and spoken English.

7.Evaluation of proposals

Quality & Cost-based selection methodology will be applied to award the contract. The technical proposal shall bear 60% of the total marks while the financial proposal shall bear 40% of the total marks. The evaluation of the proposals will be carried out by a committee appointed by WeWorld.

  • CV of the consultant (and their team) and at least 3 references from past experiences on similar assignments.
  • Minimum of 2 recommendations from previous assignments
  • Workplan showing the steps to execute the task and the activity schedule
  • technical proposal illustrating the proposed methodology and ideas for effective youth-led peacebuilding initiatives to be promoted at community level.
  • financial proposal that shall include:
  • the daily rate during assignments in Kwale and during remote support (for a total of 240 days). The daily rate shall include per diem – allowances for lodging, meal and incidental costs – if the Consultant is resident outside those regions.
  • The overall sum to carry out the whole assignment.
  • Tax compliance certificate
  • KRA Pin for organization/ consultant
  • Annexes I,II and III

The Consultant is expected to submit his/her financial proposals, inclusive of any tax, in Kenyan Shilling (KES).

While preparing the financial proposal the Consultant shall take into consideration that WeWorld will cover all logistics costs related to the training/workshops in Kwale and transport costs for the Consultant from their place of residence to Kwale County.
