Position: Training Consultant – Capacity Building for State Actors on FGM/SGBV Prevention and Response

Background:

The Strategic Initiative for Women in the Horn of Africa (SIHA), in collaboration with GIZ, will conduct a three-day capacity-building training for state institutions in Somalia and Somaliland to address gaps in knowledge and practice related to Female Genital Mutilation (FGM) and Sexual and Gender-Based Violence (SGBV) prevention and response.

Recent constitutional amendments and proposed legislative changes have weakened legal protections for women and girls, while FGM remains nearly universal, affecting over 99% of women aged 15–49. Institutional responses remain fragmented, with limited application of constitutional and international human rights frameworks and weak survivor-centered referral pathways.

A pre-workshop survey conducted with 17 state institutions (Justice, Health, Education, Religious Affairs, Youth, Information, and Social Affairs) revealed gaps in legal literacy, misconceptions regarding religious justifications of FGM, and limited coordination and accountability mechanisms.

Based on these findings, SIHA and GIZ seek a consultant to design, deliver, and document a structured training program tailored to these contextual needs.

Objectives:

The training will aim to:

  • Strengthen understanding of zero-tolerance approaches to all forms of FGM
  • Enhance knowledge of national, regional, and international legal and human rights frameworks (CEDAW, CRC, Maputo Protocol)
  • Clarify institutional mandates and accountability mechanisms
  • Strengthen survivor-centered case handling and referral pathways
  • Increase confidence in applying rights-based and religiously grounded arguments
  • Improve multi-sector coordination and internal advocacy skills

Scope of Work

Phase 1: Review & Inception (2 days)

  • Review pre-workshop survey findings and legal frameworks
  • Conduct inception meeting with SIHA/GIZ
  • Produce an inception note outlining methodology and training approach

Phase 2: Training Design & Preparation (4 days)

  • Develop a full three-day training package including:
  • Detailed agenda
  • PowerPoint presentations
  • Facilitation guide
  • Case studies and group exercises
  • Pre- and post-training assessment tools

Phase 3: Training Delivery (3 days)

  • Facilitate a three-day participatory training workshop
  • Administer pre- and post-training assessments

Phase 4: Reporting & Documentation (1 day)

  • Analyze assessment results
  • Produce a comprehensive final report including:
  • Summary of proceedings
  • Key findings and recommendations
  • Participant feedback
  • Annexes (agenda, tools, participant list)

Required qualifications:

  • Advanced degree in Law, Gender Studies, Human Rights, Islamic Jurisprudence, or related field
  • Minimum 7 years of professional experience in gender justice, FGM/SGBV prevention, or legal reform
  • Demonstrated experience facilitating high-level government or state institution trainings
  • Strong knowledge of Somali legal frameworks and international human rights instruments
  • Experience integrating religious literacy and rights-based approaches
  • Excellent facilitation, analytical, and report-writing skills
