Fish and other aquatic foods grown in and harvested from oceans, lakes, rivers and ponds provide income for more than 800 million people and provide 3.3 billion with 20% of their animal protein intake. WorldFish is implementing the Resilient Aquatic Food Initiative (RAqFS), which focuses on research-for-development to catalyze the scaling of transformative innovations, policies and approaches to support aquatic foods in delivering more sustainable and healthy diets and livelihoods within planetary boundaries. RAqFS works through five Work Packages bundled together to deliver socio-technical innovations and policy actions that benefit all five One CGIAR Impact Areas. Apart from WP1 (which includes Kenya and Malawi), RAqFS will work mainly in Bangladesh, Cambodia, Ghana, India, Myanmar, Nigeria, Solomon Islands, Timor-Leste and Zambia. Therefore, the projection focuses on these nine countries without considering spillover effects on other geographies resulting from global actions and policies co-developed with stakeholders. The research outlined in this ToR will be conducted in Zambia.
The indicators selected for the different RAqFS Impact Areas are:
1. Nutrition, Health and Food Security: #people meeting minimum micronutrient requirements;
2. Poverty Reduction, Livelihoods and Jobs: #people benefiting from relevant CGIAR innovations;
3. Gender equality, youth & social inclusion: #women, #youth, # fishery/aquaculture households benefiting from relevant CGIAR innovations;
4. Climate adaptation and mitigation: # more resilient aquaculture farms; and
5. Environmental health & biodiversity: #ha under improved management;
The consultancy outlined in this ToR seeks to conduct a benefit-cost analysis of the following five technologies identified for scaling up in Zambia.
- Integrated Agriculture Aquacultures Systems.
- Inclusive business models.
- Value addition such as fish smoking technologies.
- Feed Innovations.
- Climate-smart Information Systems
From this background, WorldFish wishes to hire a consultant to carry out an impact assessment.
Background
WP5 research supports the design and implementation of “AquaLabs” to scale proven innovations and Innovation Packages in AqFS and accelerate the co-creation of future innovations. AquaLabs are platforms for AqFS actors such as aquaculture smallholders, researchers, policymakers, private sector firms and investors to co-design, pilot, accelerate and upscale improved ways to grow, harvest, process, distribute, market and govern AqFS. AquaLabs will develop tools, partnerships and processes to identify, evaluate, pilot and scale new technologies and institutional innovations. AquaLabs will help to embed CGIAR research in national research and market systems and shift the locus of innovation closer to target AqFS actors.
The assignment detailed in these TOR seeks to conduct a benefit-cost analysis of successfully scaled innovations to identify “best bets” in contributing to the five CGIAR Impact Areas.
The main key output of this work is a research report identifying ad characterizing best bets for investment and a financial evaluation of innovations developed.
Roles and Responsibilities
Working closely with the WorldFish and Wageningen University, The consultant will:
- Assess selected aquatic food systems technologies in Zambia to identify the economic rate of return associated with the technologies
- Assess non-economic multidimensional impacts/ rate of returns associated with implementing the technologies. These are related to the relevant indicators of the RaqFS.
- Draw on multiple data sources, including, literature review and primary data collection including interviews with key stakeholders linked to the Zambian AqFS, to generate estimates of adoption, socio-economic benefits and risks related to the CGIAR impact areas.
- Identify intended or unintended, positive or negative impacts of the technologies.
- Analyze the data and write a high-quality, publishable economic assessment report related to the impact areas
- Incorporate perspectives and feedback from stakeholders in a timely, objective and transparent manner and;
- Submit a final report, manuscript, and raw and clean electronic data sets to WorldFish.

Skills, Experience and Knowledge (required to perform this job)
a) Qualifications of the service provider:
- The lead consultant must possess an advanced degree (Masters or PhD) in any of the following: Agricultural Economics, Social Science (Sociology/ Social Anthropology), Statistics;
- The technology assessment team should consist of people with diverse skills, including ex-ante and ex-post impact assessment methods and a strong understanding of gender equity and inclusion.
b) Experience
- Experience in implementing economic assessments of technologies and innovation in sub-Saharan Africa.
- Must have executed similar assignments in Zambia or other African countries in the last five years.
- Experience in developing and implementing mixed methods research designs.
- Demonstrated experience incorporating ethical considerations that arise with researching human subjects.
- Track record of writing. He/she must provide two similar or related reports done in the past 5 years.
c) Skills
- Data management and data curation.
- Data analysis and report writing.
- Proficiency in the use of technological aids for enhancing the collection of quality data, analysis and presentation.
- Fluency in written and spoken English.
d) Methodology
- Experience in the use of economic analysis and modelling
- Clear, practical, robust, logical and complementary methodological approaches are desired and,
- Clear justification of study site/location choice and intended respondent numbers and selection, whether random or otherwise.
This opportunity is open to all applicants. The selection of consultants will be based on the relevant qualifications and experience and the most competitive proposal. The interviews are expected to be held in September 2022, and only the shortlisted consultant will be notified and interviewed. The successful consultant should be available to commence the consultancy contract for a maximum of two (02) working months between October and December 2022.
- Introduction to the organization, your experience and examples that illustrate your work and team’s ability to conduct the technology assessment using economic approaches linked to CGIAR impact areas, and how you will address gender and inclusion issues. Outline the research hypothesis that will be tested, research design and methodology to conduct the technology assessment, building on the proposed framework and research hypotheses (max 2 pages).
- A detailed timeline of activities, including field visits and schedule of deliverables. (max 1 page).
- A budget estimate with a breakdown indicating costs of personnel, services and supplies, travel, workshops, communication and indirect costs etc., as applicable and a proposed payment schedule. (max three pages, and, if needed, details in annex).
- The consultant must submit two samples of assessment reports conducted in the past five years.
- CVs of any collaborators (CVs can be submitted as an annex and do not count towards your seven pages; each CV should not be more than two pages).
The proposal should be a maximum of 7 pages.
Financial Bid Evaluation Considerations
WorldFish will not be obliged to give the highest rating to the lowest bidder. The best bids will be those demonstrating value for money and whose budget is closely tied to the rationally determined methodological approach and reasonable remuneration rates.
