1. Purpose of the Terms of Reference

The purpose of this Terms of Reference (TOR) is to outsource Group Saving and Loan (GS&L) consultant to provide technical support in training Trainers of Trainees (TOTs) and community groups on GS&L methodologies, facilitate the mapping/identification of potential enterprises in the project area and development/production of training materials. Therefore, CARE is looking for the services of a qualified consultant to develop a tailor made small business management skills, materials, mapping of enterprises and training staff on GS&L methodologies in Kismayu

CARE International in Somalia/Somaliland (CIS) under Emergency Livelihoods and WASH Response Project for Returnee Reintegration in Lower Juba, Somalia, funded by Global Alliance Canada (GAC) plans to enhance the skills of vulnerable groups in GS&L for economic empowerment. The immediate outcome of the project is to reduced vulnerability of crisis-affected people, especially women and children by increasing access to food at household level and protect assets. CARE envisions increasing access to disposable income through knowledge and skills development of individuals as well as promote enterprise development. This activity primarily targets households most affected by the droughts and those faced with protracted crises and living in camps as Internally Displaced Persons (IDPs).

CARE intends to facilitate the formation of Groups Saving and Loan (GS&L) groups and support them in identifying and starting small enterprises. This is aimed at enhancing food security and livelihood programming through savings and loans approaches for sustainability of these group’s enterprise activities. The members of these groups who will be composed of 10 member with common objective and same economic status level will be self-selecting their own business initiative. Through this support, CARE intends to enhance self-reliance among the target women groups and eventually build their resilience’s to recurrent shocks. It also serves as a source of borrowing to help members meet immediate priorities such as health, nutritional aspect and use the group’s social fund insurance to pay for unforeseen emergencies. The membership of the groups will be IDPs, Returnee and host groups, with the objective of self-driven initiative that will foster the Group’s Savings and Loans approach to create sustainable income generation activities for poor households. The organization wishes to see a mind-set change of communities in having a culture of savings for investment and diversification of livelihood options as CARE will mentor the groups in ensuring good governance is instilled through robust training, bylaws and group constitution making, record keeping, business plans and feasibility undertakings before a business is started. This will enable beneficiaries to start up business activities, increases sustainability of the interventions or support extended if any by encouraging a culture of savings and investment/reinvestments. Through this support, CARE envisages in enhancing self-reliance of groups as they start a new life and eventually build their resilience’s to recurring shocks.

The training will dwell more on good governance, entrepreneurship, book keeping, household budget management, and leadership skills, facilitate the development business plan, and identifying enterprises.

Over fifty groups comprising of returnees, IDPs and host communities are planned to be established and strengthened in Kismayo. CARE intends to leave behind well-established savings and loan groups that have vision where other locations or communities can borrow a leaf and replicate.
