JOB SUMMARY

The Coordinator, Country Technical Program Management oversees the mission’s health program and provides technical leadership and integration across technical sectors. The role is responsible for ensuring technical quality and coherence across sectoral interventions, and serves as the focal point for coordination mechanisms at national and regional levels. The Coordinator supervises sectoral leads and supports technical capacity through day-to-day guidance, mentoring, and coaching. This position also promotes cross-sector integration and complementarity and ensures that local partner technical capacity is strengthened as an integral component of program implementation.

MAIN TASKS AND RESPONSIBILITIES

Health Sector Technical Leadership

  • Serve as the sector lead for the organization’s Health program, responsible for the technical quality and appropriateness of medical and clinical interventions across IMC-supported health activities.
  • Provide technical supervision and support to health programming and to field health staff, including any national medical or health coordinators.
  • Ensure health interventions adhere to recognized clinical and humanitarian standards and protocols (e.g., WHO, SPHERE, and Ministry of Health guidelines).
  • Oversee the appropriate management, quality, and use of pharmaceuticals and medical supplies, including supervision of the pharmacy staff.
  • Develop and review the health technical components of proposals, reports, and workplans.

Cross-Sector Technical Leadership and Integration

  • Provide technical leadership and supervision to the sector technical leads (e.g., Health, Nutrition, WASH, MHPSS, VAWG), ensuring coherent, integrated programming.
  • Set and uphold technical standards across sectors, promoting complementarity and integration between them.
  • Provide technical guidance and support across projects.
  • Recommend and facilitate approaches and technologies that improve technical quality.
  • Ensure local partner technical capacity is built into each sector’s plans.

Program Technical Quality

  • Provide technical input to proposals and review technical components prior to submission.
  • Monitor the technical quality and progress of implementation against workplans, flagging technical risks.
  • Ensure technical data quality and contribute to reporting in coordination with the monitoring and evaluation function.
  • Support technical assessments and surveys using approved protocols and integrate findings into program design.
  • Advise on technical specifications and quality standards for medical and programming supplies.

Human Resources Management

  • Participate in the recruitment and selection of sector technical staff, in coordination with HR and hiring managers.
  • Set performance objectives for direct reports, monitor performance, and provide regular coaching and feedback.

Capacity Building and Coordination

  • Assess technical training needs and deliver or facilitate relevant training for staff and counterparts.
  • Integrate technical capacity development into team growth and development expectations.
  • Represent the organization in technical coordination forums with government, UN agencies, NGOs, and donors.
  • Build and maintain constructive relationships with government and local stakeholders.

Safeguarding, Accountability and Effective Programming

  • Ensure safeguarding, accountability, and effective programming is integrated across all sector interventions.
  • Support training of staff on relevant policies and guidelines and strengthen community feedback and response mechanisms.

Reporting and Security

  • Lead technical quality assurance measures and ensure accurate, timely, and confidential technical reporting.
  • Prepare regular technical progress reports in coordination with the monitoring and evaluation function.
  • Contribute to monitoring the safety and security of field teams, reporting concerns promptly.

Job Requirements

MINIMUM QUALIFICATIONS

  • A degree in a relevant technical field such as medicine, public health, or nutrition; an advanced qualification in a relevant discipline or medical degree is preferred.
  • Typically, 10+ years of relevant experience in public health, nutrition, or related technical programming, preferably in international or emergency settings, including experience supporting and coordinating sector technical teams.
  • Proven experience implementing quality primary and secondary healthcare programs in emergency settings (e.g., CMAM, IYCF, IMCI, EmONC, social behavior change, disease surveillance and outbreak response; familiarity with IPC and WASH in health facilities).
  • Experience providing technical input to proposals and reports, and familiarity with budget, logistics, and human-resource processes.
  • Experience facilitating technical training, review meetings, and workshops.
  • Strong analytical skills, including familiarity with nutrition surveys (SMART, SQUEAC/SLEAC, IYCF, KAP).
  • Ability to present technical information effectively to senior managers, counterparts, government, and key stakeholders.
  • Advanced proficiency in MS Office.
  • Ability to work effectively across government, communities, partners, and international and national organizations, and to cope with demanding conditions.
  • Fluency in English required; relevant local language desirable.
  • Ability to travel up to 75% of the time.
