Context
Dokter van de Wereld-Médecins du Monde Belgium (DvW-MdM-BE) operates across North Africa through a regional office based in Tunisia, covering Morocco, Tunisia, Libya, Egypt, and Sudan. In response to the Sudan crisis, DvW-MdM-BE works along key migration and displacement routes with national and international partners to support access to healthcare and integrated protection services, including GBV and MHPSS, for displaced and vulnerable populations across the region. DvW-MdM-BE promotes a strong localisation approach, strengthening local health structures, civil society organisations, and women-led organisations as frontline responders, while combining service delivery, monitoring, and advocacy to address health and protection risks. In Sudan, DvW-MdM-BE is prioritising its 2026 response in Darfur and South Kordofan, focusing on life-saving primary healthcare and comprehensive GBV prevention and response in areas severely affected by displacement, important gaps in access of healthcare, and limited humanitarian access. This response builds on existing operations with partners in West Darfur and will be supported by a logistical base in Adré, eastern Chad, which enables cross-border access and close regional coordination.
Role Purpose
Under the supervision of the North Africa Regional Director and in close functional collaboration with the North Africa Regional Health Coordinator, the Protection Manager / Country Representative provides senior strategic, technical, and operational leadership for DvW-MdM-BE’s health and protection programme (focus GBV-MHPSS) and country representation in Sudan. The role is responsible for shaping programme strategy, ensuring implementation quality, guiding partnership engagement, leading external representation, and contributing to organisational positioning in a complex and evolving humanitarian context, in close coordination with the regional team, the Chad-based team, and national and international partners. This senior level of responsibility reflects the strategic importance of the role in a critical phase of DvW-MdM-BE’s positioning, programme consolidation, and response development in Sudan. It also ensures an interdisciplinary and holistic approach aligned with international standards and DvW-MdM-BE’s Theories of Change, while promoting person-centred, gender-sensitive, intersectional, and rights-based approaches across operations.
Main Responsibilities
- Lead the development, implementation, regular review, and adaptation of the country health and protection strategy in Sudan, ensuring alignment with organisational priorities, contextual developments, humanitarian standards, and DvW-MdM-BE’s Theories of Change.
- Support the strategic oversight of DvW-MdM-BE’s engagement in Sudan, ensuring coherence with the context and operational realities.
- Drive programme quality and consistency through the development and institutionalisation of health and protection frameworks (focus GBV-MHPSS), standard operating procedures, tools, and internal methodologies, including safe information management and referral systems, in line with relevant international standards such as Sphere, IASC, and WHO guidance.
- Provide senior technical leadership, coordination, and technical capacity strengthening to DvW-MdM-BE teams and partners to support high-quality implementation and meaningful partner engagement.
- Steer an integrated, interdisciplinary, and holistic protection approach across sectors, ensuring that person-centred, gender-sensitive, intersectional, rights-based, conflict-sensitive, and do-no-harm approaches are embedded in programme design and delivery.
- Lead programme development and resource mobilisation efforts, including donor engagement, proposal development, budget oversight, external reporting, and contribution to DvW-MdM-BE’s strategic positioning in Sudan.
- Lead DvW-MdM-BE’s external representation and institutional positioning with national and local authorities, donors, UN agencies, clusters, inter-agency platforms, and operational partners.
- Lead organisational registration, administrative compliance, and relevant liaison processes in Sudan, in coordination with the competent authorities and internal stakeholders.
- Ensure timely strategic reporting and high-quality contextual analysis, including periodic updates on protection, migration dynamics, humanitarian access, and conflict-sensitivity factors, to inform decision-making and the continuous adaptation of interventions.
- Facilitate cross-border and regional coordination with neighbouring operations (including Chad), ensuring information sharing, coherence of approaches, and joint strategic reflection where relevant.
- Promote evidence-based and adaptive programming through oversight of assessments, analysis, MEAL, learning, and accountability mechanisms.
Profile Required
- Bachelor’s degree in law, social sciences, international relations, humanitarian studies, or another relevant field.
- At least 7 years of progressively responsible professional experience in protection programming, including in complex displacement or conflict-affected settings.
- Demonstrated experience in health and protection strategy development (focus GBV-MHPSS), programme quality oversight, and the standardisation of approaches across multiple locations.
- Strong experience in senior technical leadership, team management, mentoring, and technical capacity strengthening (in GBV-MHPSS) in volatile humanitarian contexts.
- Ability to operate and ensure programme continuity in restricted access environments, including through remote management modalities when required.
- Proven experience in high-level representation and coordination with authorities, donors, UN agencies, clusters, and operational partners.
- Good understanding of health and protection principles, safeguarding, do-no-harm, age, gender, and diversity mainstreaming, and conflict-sensitive approaches.
- Experience integrating security risk analysis into programme decision-making and operational planning at country level.
- Experience in assessments, data analysis, MEAL processes, and accountability to affected populations.
- Excellent analytical, organisational, communication, report-writing, and proposal-writing skills.
- Fluency in written and spoken English is required. Arabic is highly desirable. French is an asset.

- Contract duration: 6 months, renewable subject to funding and operational needs
- Contract type: International contract, full-time
- Duty station: Darfur, with regular travel within Sudan and to Chad. Depending on operational needs and access constraints, the position may also be based in Chad, Port Sudan, or Khartoum.
- Salary package:
- Gross monthly salary: € 4249,48 gross/month with 7 years of experience; € 4378,25 gross/month with 10 years of experience;
- Perdiem: Applicable per diem in accordance with MdM mission policy
