About Our Programme
GOAL has been working in Sudan since 1985. Despite the ongoing civil war, GOAL continues to be a leading health and nutrition, WASH and FSL INGO in Sudan, working in South Kordofan and North Darfur states. Overall, GOAL provides integrated health, nutrition, WASH, and FSL programming to meet urgent humanitarian needs of the population and build capacity of agencies to respond.

Job Purpose
The Country Director is responsible for the planning, management and appropriate development of GOAL’s work in-country. Based in Port Sudan and reporting to the Regional Director for Africa, you’ll contribute to the strategic development and delivery of our Programme in Sudan and provide overall senior leadership for the team. This is a critical role and requires an inspiring leader with a proven track record of successfully managing a large country programme in complex and crises affected environments.

We are looking for

  • an experienced and sensitive humanitarian leader who leads with purpose, clarity and integrity
  • with proven experience in adapting to complex environments
  • who can demonstrate their experience in fostering inclusion, collaboration and high performance
  • whilst ensuring compliance, security and resilience.

Key areas of responsibility:

Strategic Leadership

  • lead the development and implementation of the country strategy.
  • Build and nurture strategic partnerships with donors, government and other stakeholders.

Business Development

  • Design and implement resource mobilisation strategies to secure diversified funding streams.
  • Represent GOAL externally, positioning the Sudan office as a credible and influential partner.

Programme management

  • Oversee the design, implementation, monitoring and evaluation of programmes.
  • Foster accountability and ownership, empowering employees make decisions that support strategic objectives.

People and Culture

  • Manager and motivate the senior country management team (4 employees) and wider team of approx. 200 staff.
  • Foster a positive, empowering and inclusive organisational culture.
  • Strengthen resilience and organisational continuity.

Finance and Operations

  • Provide solid financial management and compliance with donor and organisational policies.
  • Oversee logistics, procurement and operational systems

Safety and Security

  • Working with Global Safety and Access team, ensure robust security protocols are in place
  • Lead on GOAL Sudan crisis management and risk mitigation planning.

Knowledge, Experience and other requirements –

  • Significant previous experience at Country Director level in a similar high-risk, humanitarian and emergency response context
  • Demonstrated management experience in humanitarian and development programmes, this should include remote management experience.
  • Strong people management and Leadership skills
  • Experience in liaising with government officials and a variety of donors, including Irish Aid, BPRM, ECHO and UN agencies
  • Experience in proposal and report writing with a proven ability to secure donor funding
  • Strong budgetary control and financial management skills
  • A willingness to regularly travel to programme sites
  • Fluent English (both written and verbal is essential, Arabic language skills are distinct advantage
