Chemonics seeks a country director for the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Namibia. GHSC-PSM is the primary vehicle through which USAID procures and provides health commodities, supports partner countries in improving supply chain management, and collaborates with key international stakeholders to support global health initiatives. The country director will oversee strategic direction and leadership for GHSC-PSM Namibia; manage development of technical strategies and work plans; monitor programmatic, financial, and administrative performance; supervise administration of standard project operating and financial procedures; manage short- and long-term technical assistance; and maintain effective communication with the client, the home office, the public and private sectors, and other donors and cooperating agencies. Responsibilities include:
- Maintain and lead strong, collaborative, and positive working relationships with clients and partners including USAID and local governments
- Provide overall leadership, strategic planning, management, and technical direction to project staff, consultants, and subcontractors
- Develop and implement annual work plans and budgets that reflect the priorities of USAID, the Ministry of Health, and other stakeholders
- Engage and collaborate with local stakeholders to build the capacity and sustainability of national systems
- Ensure the use of appropriate management methodologies to plan, organize, and supervise resources to achieve project goals
- Oversee regular data collection and reporting and lead quarterly reviews of performance to identify issues and drive evidence-based interventions
- Develop and implement risk mitigation strategies for procurement and logistics services
- Assess risks quarterly and implement risk management and mitigation strategies
- Ensure compliance with procurement standard operating procedures, including supplier order fulfillment, order tracking, customs clearance and freight forwarding, storage and distribution, and logistics management information systems
- Coordinate with stakeholders in the provision of assistance to build the capacity and capability of national systems and strategically identify capacity gaps and arrange for targeted training of field staff
- Regularly share project results with USAID, the Ministry of Health and Social Services, other funders, and the home office and ensure timely submission of all deliverables
Qualifications:
- Advanced degree in health, business administration, management, or related field, with specialized training or experience related to pharmaceutical management, supply chain, or program management
- Minimum eight years of experience in project management, public health programs, pharmaceuticals and medical supplies, or supply chain management systems
- Experience in a senior management position such as chief of party or deputy chief of party for a USAID-funded program
- Demonstrated ability to manage and implement USAID-funded public health projects in a developing country context, preferably Namibia
- Skilled in leading and managing high-performing teams
- Proven ability to build and maintain working relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and donor organizations
- Excellent interpersonal and written and oral communications skills
- Ability to travel domestically as required to support program activities
- Demonstrated leadership, versatility, and integrity
- Fluency in English required
