Working context:

WeWorld in Tunisia

WeWorld has been operating in Tunisia since 2013 through the implementation of the following intervention sectors:

  • Socio-economic and rural development
  • Women economic inclusion and job creation
  • Public-Private partnership (PPP) for community driven development
  • Prevention of violent extremism (PVE)
  • Protection of vulnerable children and women

In Tunisia, WeWorld has a main office in Tunis and two field offices: in Sidi Bouzid and Kébili.

The main donor is the Italian Cooperation AICS.

Tunisia National team: 7

Expatriate team in Tunisia: 1 dedicated to Libya, 1 expatriate working for missions in Tunisia and Libya, 2 European Solidarity Corps volunteers.

WeWorld in Libya

WeWorld has been operating in Libya since 2018 through the implementation of the following intervention sectors:

  • Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
  • Capacity building of Civil Society Organizations (CSOs)
  • Support to public local Health system in accordance with territorial authorities
  • Promoting respect for Human Rights, in connection with the field of humanitarian protection
  • Climate change adaptation and mitigation, Solid waste management and WASH fit
  • Disaster Risk Reduction and Early warning coordination mechanism support

In Libya, WeWorld has its main office in Tripoli and focal points in East and South Regions.

The main donors are AICS, OIM and UNDP.

Libya National team: 5 staff

Expatriate team in Tunisia: 1 dedicated to Libya and 1 expatriate working for missions in Tunisia and Libya.

Purpose of the Role

The Country Representative ad interim directs organizational programmes at the country level ensuring quality of the activities, from development through execution, included budget management and Human Resources Management (International and National Staff). Identifies programming opportunities and areas where the organization can demonstrate its value and relevance. The Country Representative ad interim develops relations with and represents the organization to donors, local and national governments, organizational partners, to maintain positive organizational profile, and is also responsible for the security management in the country.

Main functions and duties

Programme Management and Development

  • Lead and supervise the development, implementation and delivery of country strategy
  • Coordinate and supervise local and expat Project managers and act as program manager if needed
  • Responsible for in-country fundraising with institutional and private donors
  • Oversee the logistic sustainability of programs and operations
  • Maintain constant relations with donors, local institutions and all relevant stakeholders related with the project implementation and/or developpe new project proposal initiatives
  • Responsible to coordinate the project development activities in coordination with Regional Unit

Country Office Financial, Budget and Administration Management

  • Responsible for financial feasibility of the country program
  • Responsible of the financial viability of the Country Office
  • Overall responsibility for in-country budget and financial management
  • Supervision of Country Finance Manager, the Logistic assistant and 2 field coordinators for mission-related purposes

Representation and advocacy

  • Represent WeWorld in meetings and coordination platforms. Build relationships and develops networks
  • Initiate and engage in collaboration and consultation with local and central authorities, INGOs, national NGOs and local communities

Human Resources Management

  • Responsible for the oversight and management of all WeWorld staff (international, national and volunteers) in Libya and Tunisia
  • Identify and plan Human Resources needs (International and National) and participate to the recruitment process to guarantee the necessary workforce
  • Ensure an inclusive and diverse work environment and staff compliance to all organizational Policies and Procedures

Security Management

  • Monitor the security context of the country to manage and mitigate security risks
  • Regularly update and implement WeWorld’s security procedures and plans in coordination with HQ

Job Specifications

Essential Requirements

Qualifications and Knowledge

  • An advanced university degree or equivalent in the field of Social or Political Science, Development Studies, International relations, Project Management, Human rights
  • Good knowledge of MS Office
  • Fluent in French and English both written and verbal

Professional experience

  • Minimum 5 years’ relevant working experience in related fields
  • Working experience with international NGOs in management of international cooperation projects funded by institutional, private donors and sponsorship programs
  • Proven experience in Project Cycle Management, Representation and public relations
  • Sound project development and proposal writing experience
  • Experience in Security Management

Skills and Abilities

  • Strong flexibility and capacity to adapt behaviour to the needs of the situation
  • Capacity to work autonomously and in problems prevention/resolution
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
  • Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers/leaders
  • Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues
  • Cultural, gender, religion, and age sensitivity and adaptability
  • Strong commitment to the Mission of WeWorld, genuine interest for international cooperation development topics

Desirable requirements

  • Knowledge of Arabic would be considered an asset
  • Working knowledge of Italian will be an asset
  • Previous working experiences in Libya and/or Tunisia

What we offer

Type of contract: 4 (four) months of contract

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; housing, schooling, flights for children and insurance coverage for children)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight

Health insurance: covered

Family Duty Station: YES
