Help Lesotho is a highly-respected youth-focused NGO with a solid foundation and well-established programs and partnerships. The organization’s local staff provide life skills, computer, and leadership training in four districts of Lesotho with 15,000 beneficiaries annually. Given our explicit objective of having local leadership, we are seeking an outstanding Lesotho-based Deputy Country Director (DCD) to provide high-level management and support. This is a new position. The successful applicant should demonstrate capacity and ability to be a country director within a reasonable amount of time. Applicants must be citizens of Lesotho.

Reporting directly to the Country Director (CD), the DCD will lead the program and operations teams to ensure Help Lesotho’s strategic goals coherently and effectively respond to the needs of the beneficiaries. He/she will be involved in all areas of the organization and progressively take over more responsibilities from the CD. S/he will ensure staff understand their responsibilities and are supported to perform at a high level, manages financial resources efficiently and champions operational excellence. The DCD will assist the CD in securing and managing external and in-country grants and program priorities with a solid repertoire of program leadership and organizational development talent. The DCD will help develop and monitor budgets, financial, administrative and program staff, interns and volunteers, two community centres and programming. The DCD will help with measurement and evaluation and stakeholder and partnership relationships.

Main Roles and Responsibilities

Leadership

  • Help implement annual operating plans and regularly monitor progress against them;
  • Develop and maintain strong partnerships with local and national stakeholders (government, civil society and beneficiaries), partners and organizations;
  • Leverage partnerships to improve programs and approaches;
  • Support accountability for the attainment of Help Lesotho’s program and administrative goals, objectives and deliverables, ensuring a positive impact on the Help Lesotho’s staff, program participants and beneficiaries;
  • Attend meetings on behalf of the CD as requested to professional represent the organization; and
  • Ensure issues and challenges are responded to in a timely manner and accomplishments celebrated.

Organizational and staff development

  • Responsible for human resource issues, staff development, oversight and general capacity building;
  • Facilitate hiring and firing, conflict resolution and decision making, under the guidance of the CD;
  • Provide empathetic coaching, communication and support to all staff, following professional development plans and processes in keeping with the organizational culture and ethos;
  • Ensure that annual performance reviews and development plans are completed for all staff;
  • Help develop and implement management systems and processes that create a high performing and healthy work environment that fosters teamwork and employee development;
  • Propose and develop innovative best practices in all areas of responsibility
  • Maintain close and productive collaboration among program and administrative staff to maximize the capacity of the organization to achieve its goals;
  • Support the recruitment and training of new staff ensuring that all hiring enhances the profile and capabilities of Help Lesotho; and
  • Provide the leadership and process management to ensure performance issues are dealt with proactively and professionally.

Program Management and Development

  • Develop a thorough understanding of each program, its design, impact and implementation challenges;
  • Regularly attend program sessions in the centres and in all rural locations to learn and listen;
  • Treat program staff as experts and listen carefully to their opinions;
  • Help develop, implement and report on measurement and evaluation processes and procedures to regularly assess program impact including ROI assessments;
  • Implement changes that will enhance program impact;
  • Ensure timely program reporting, as directed by the CD that meets the needs of the Board of Directors, funders and other key stakeholders.

Finance and Administration

  • Help in the development of an annual in country budget;
  • With the Finance and Administration Manager, monitor program expenditure and ensure timely quarterly reporting to meet reporting requirements;
  • Support organizational policy development and ensure compliance with Lesotho laws and labour code, organizational goals, objectives, policies and procedures; and
  • Keep abreast of new developments that enhance efficiency.

Fundraising and Donor Management

  • Help respond to RFP, write grant applications and reports;
  • Seek out new partnerships;
  • Help facilitate on-site partner and donor visits to programs and projects; and
  • Build and maintain strong relationships with key stakeholders in government and partner organizations what results in in-country funding.

Essential Qualifications

  • Master’s degree in Business Administration, Social Sciences, Development studies or other related disciplines
  • Minimum 5 years’ experience in a senior management role within a medium or international organization preferably in Lesotho working on strategic planning, quality improvement, project planning and implementation, monitoring and evaluation, human resources and financial management
  • Commitment to the values and practices of Help Lesotho
  • Proven experience of multiple donor grant management and reporting to major donors particularly the United Nations, European Union and USAID
  • Experienced leader and manager, with proven capability in staff development and retention, team and organizational development and conflict resolution
  • Proven experience in financial oversight, including preparing and managing national level budgets and contracts
  • Extensive knowledge of and commitment to HIV/AIDS and gender equity issues
  • Highly proficient in oral and written English and, hopefully, Sesotho
  • Superior skills in Microsoft Office and data management
  • Practicing Christian with a proven ability to lead in a Christian-based cultural context and population where faith is an overt part of community expression.
