Since its inception in 1986, Médecins du Monde has been actively engaged in Ethiopia, implementing both long-term interventions and responding to emergencies and crises, all aimed at enhancing access to healthcare. Specifically, MdM France has directed its efforts toward initiatives related to fundamental access to primary health care, reduction of maternal mortality through the improvement of obstetric care quality, advocacy for sexual and reproductive health rights, including protection against gender-based violence, and the provision of Mental Health and Psycho-Social Support (MHPSS), coupled with endeavours to reduce malnutrition.

Ethiopia grapples with multifaceted challenges arising from inter-communal and regional conflicts, drought, and famine, leading to protracted crises and recurrent humanitarian situations. This dire scenario has left millions displaced and vulnerable to various shocks, particularly in the northern regions of Afar, Amhara, and Tigray. The 2 years civil war in Tigray has left nearly 1 million internally displaced persons (IDPs), with pervasive food insecurity and malnutrition, alongside dysfunctional public infrastructure, and services due to resource limitations. The Afar region faces severe drought, with a heightened prevalence of malnutrition and famine-like conditions, compelling millions, especially women and children, to migrate, facing elevated risks to health, malnutrition, and gender-based violence (GBV). In response, MdM is currently executing four humanitarian responses in the Afar and Tigray regions, funded by diverse donors. Simultaneously, a long-term development harm-reduction project is underway, focusing on the well-being and rights of female sex workers.

MdM, cognizant of the imperative for localized support, collaborates with various local NGOs for both humanitarian and developmental interventions. The mission of MdM in Ethiopia envisions maintaining the same intervention strategy in 2024, with an expanded humanitarian response in the Amhara region.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you directly oversee the implementation of the project’s activities and ensure the overall quality and guidance of its programming. Also, you are responsible for supporting the general coordinator in designing and rolling out the mission strategy in the country.

More specifically, your main responsibilities are the following:

Strategic planning

  • Ensure a close monitoring of the context, humanitarian and epidemiological situations
  • Coordinate the organization of needs assessments and new programmatic developments as and when required
  • Participate and contribute to the development and rolling out of the mission strategy

Coordinating program

  • Ensure quality program implementation, in line with MdM mandate and guiding principles
  • Ensure the program development initiatives and implementations are in-line with the country strategy of the mission
  • Make sure the different components of the programs are consistent, accurately integrated, and according to the needs of the target population
  • Coordinate with all partners to review the quality and progress of the implementation
  • Follow-up the budget of all programs and ensure compliance with internal and donor regulations
  • Ensure regular communications are maintained between the different departments involved in the programs and act as a mediator when necessary
  • Coordinate with the general coordinator for needed communication with donors or authorities in case of context evolution and subsequent necessary adjustment in the response

Team management

  • Recruit staff under your direct management
  • Ensure proper induction and capacity building of the logistics staff
  • Develop individual action plans and proceed to regular professional evaluations of the team under your direct or technical responsibility
  • Organise and conduct regular team meetings
  • Participate in disciplinary processes

Monitoring and reporting

  • Carry out a quarterly review of programmatic performance based on the monitoring framework and available indicators
  • Contribute to the organization and realization of external evaluation as and when required
  • Participate in the writing of quality donor activity reports and proposals
  • Support in the development of infographics covering different components of the MdM programs like a quarterly newsletter, fact sheet, and success stories
  • Ensure that a clear and solid M&E framework is in place at the mission level, with regular reviews/assessments and effective feedback mechanisms in close collaboration with the program teams and coordinators
  • Visit project sites for a better understanding of the project implementation and improvements

Meetings, coordination and representation

  • Regularly and proactively represent MdM in coordination forums related to health, nutrition, etc. as well as with other actors including the UN
  • Develop and maintain collaboration with authorities, such as regional finance and health bureaus, Disaster and Risk Management Commission, etc.
  • Support the general coordinator in the organization of donor field visits or meetings as and when required

CONDITIONS OF EMPLOYMENT:
Starting date: as soon as possible
Gross monthly salary: 3,362 euros
Position based in Addis-Abeba with regular field visits
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year

  • Higher education in project management
  • At least 3 years of experience in a similar position
  • Experience in an international NGO, preferably in the Health Sector
  • Experience in managing and working with local partners

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
