Overview of Position
Under the overall guidance of the DTM Program Officer in Maiduguri, the technical supervision of the DTM Project Officer & the direct supervision of the Field Operation Assistant, the successful candidate will be accountable & responsible for collecting data as part of the DTM:
- Mobility: Emergency Tracking Tool – ETT, Transhumance Tracking Tool – TTT & overall Mobility Tracking – MT.
- Registration: Manuel & biometric registration.
- Flow Monitoring Points – FMP.
- Surveys: MSNA, solutions, intentions & perception surveys, among other tools.
S / he will work in close collaboration with the field teams & partners in the areas(s) s / he has been assigned to.
Role Objectives
S / he will perform the under listed functions not limited to the below.
- Assist in the implementation of data collection exercises in the field in close collaboration with the National Emergency Management Agency (NEMA), the State Emergency Management Agency (SEMA), the National Bureau of Statistics (NBS) & other relevant partners in the field.
- Maintain effective teamwork & communication with the DTM field staff / Enumerators, partners, key Informants & the other relevant stakeholders, including the DTM Information Management (IM) team & office management in Maiduguri.
- Assist in day to day monitoring and evaluation of the DTM activities related to mobility, registration, flow monitoring & surveys, particularly the work of Enumerators, key informants, the quality of the data collection process, & where applicable, the Community Response Networks (CRNs). Where appropriate, suggest areas of improvement to the respective supervisors.
- Maintain the highest level of accuracy & integrity in all assessments by implementing rigorous quality checks to ensure that assessment processes are consistently applied, efficient & standardized.
- Ensure the timely collection & submission of data using mobile data collection techniques & related tools/forms. Further, ensure the completed questionnaires / finalized forms are submitted to the DTM Kobo server in the required format & timeline.
- Assist with the capacity building of the Enumerators & partners, including providing related training support on activities linked to DTM methodology & tools.
- Support the implementation of community engagement, mobilization & sensitisation programs linked to DTM or other programs. Support the compilation of field location weekly & monthly reports.
- In the absence of the FOA, ensure time management is followed, including enumerators clocking in / out, signing the timesheets & following up with the DTM Admin on the Enumerator’s work.
- Adhere to the data protection policy & principles, promote individual & cultural differences, encourage diversity by maintaining high ethical standards & act consistently with organizational principles / rules & standards of conduct.
- Work composed, competent, committed & exercise careful judgment in meeting day to day challenges, including the flexibility to be deployed or redeployed under short notice, where deemed necessary.
- Coordinate with the office on staff deployment to the field & pick up, including coordination with relevant partners to secure the registration sites & the safety of the staff.
- Perform other duties as they might be assigned.
Project Reporting
- The successful candidate will report directly to the Field Operation Assistants
Key Competencies
- Certificate or diploma or degree in social science, geography, IT, computer science or any other relevant field.
- Experience in data collection & information management, preferably in conflict & natural disaster situations.
- Minimum one year of experience in monitoring teams during data collection.
- Experience with international organizations, INGO is an advantage.
- Experience in Displacement Tracking Matrix (DTM) data collection is an advantage.
- Fluency in English & any local languages spoken in the applicable states & LGAs of duty station.
- Good management & interpersonal skills.
- Ability to work with flexibility & integrity.
- Ability to work independently & multi tasking skills.
- Ability to work in challenging settings under pressure while respecting tight deadlines.
- Capacity to learn & gain new competencies while accepting/giving constructive criticism.
- Knowledge / familiarity with mobile data collection technologies & the use of a Geographic Positioning System (GPS) is a requirement.
- Good knowledge of the geography & culture of Adamawa state of Nigeria.
- Ability to organize an information flow.
- Computer use knowledge, including Microsoft (MS) Office & ability to use the internet & email.
