What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Role description
The ICRC defines Economic Security (Ecosec) as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a viable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective, the Economic Security unity uses a combination of different interventions and modalities, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions
The EcoSec Coordinator is responsible for the overall planning, management and supervision of the EcoSec programme in Kenya (1 million CHF of direct costs). S/he will be responsible to closely coordinate with the Kenya Red Cross Society (KRCS – main partner) to ensure a joint planning and implementation of the programme and build a smooth working relationship with KRCS. The integrated approach will require from the EcoSec coordinator a close coordination with other ICRC departments (Prevention/Communication/Protection/Cooperation/Water and Habitat) and liaise with external interlocutors at local, regional and national levels. The position requires frequent travels to the Coast (main areas of operations are Lamu and Garissa counties).

Main responsibilities
- Contributes to delegation’s strategic orientations under the supervision of the management and in consultation with other departments (Protection, Cooperation, Prevention/Communication, Water and Habitat).
- Responsible for the programme design, implementation, monitoring and evaluation (M&E) while ensuring a transversal approach.
- Leads (needs/monitoring) assessments, draft the PMT document, including budget, operational plan, strategy, etc.
- Ensures the integration of Nutrition and AAP (accountability to affected population) across the programmes, proper management of Device Magic and feasibility assessment for the use of Red Rose or Similar Platform for voucher programming.
- Manages the resources (financial, human, material) to ensure timely and efficient responses.
Desired profile and skills
- Bachelor degree in Social Sciences, Agriculture Economics, Economics, or Project Management
- Proven Experience in Cash & Market Assessments, EcoSec Need or Other Assessments
- Strong capacity to work with National Society and liaise with communities. The success of the programme is very much linked to contact with partner and interlocutor
- Very good reporting skills a must
- Partnership management experience with and capacity building of National Societies
- Experience in managing protection-oriented EcoSec programs
- Experience (2 years) in cash-based (UCT, CCT) programs, MEI, agriculture, market assessments and monitoring
- Proven experience with new technologies (Device Magic, Red Rose or Similar, & Nutrition Sensitive Programming)
- Understanding of the socioeconomic landscape in the Lamu and Garissa Counties; capacity to effectively interact with communities in these Counties

- Somali and/or Swahili an asset
Our operational & field constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior the departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months
