Objectives

  • Be responsible for updating the medical department of the E.Cell emergency unit (strategy, tools, etc.) and monitoring the implementation of the unit’s strategy.
  • Participate in the regular review of emergency scenarios and the preparation of E.Prep missions; define the overall strategy, thresholds, and stocks.
  • Act as a technical advisor to deploy PMRs and medical coordinators.
  • Like any other member of E-cell, share the various alerts received and participate in their analysis for future exploration or other purposes.

Main responsibilities

Provide strategic and technical support to field teams

  • Support field teams in designing emergency project proposals.
  • Define and justify the medical strategy for emergency interventions, ensuring that it is consistent with the objectives of the medical and operational departments.
  • Collaborate and provide technical support during the launch, implementation, and closure of emergency interventions.
  • Ensure the effectiveness of emergency interventions and the quality of medical interventions in accordance with MSF-WaCA standards.
  • Supervise and support the implementation of policies and plans.
  • Provide direct technical and medical support in the field whenever necessary.

Ensure appropriate procurement, monitoring and management of medical supplies

  • Ensure the proper monitoring and management of medical supplies by medical teams in the field.
  • Ensure that all MSF-WaCA procedures are followed for local purchases and donations of medical products.
  • Place initial medical orders when interventions are launched.
  • Technically validate medical orders.
  • If necessary, provide support in developing the EPREP stock as part of a regular assignment.

Follow-up and reporting

  • Provide technical monitoring of projects through periodic medical/technical reports and/or field visits.
  • Support field teams in dealing with methodological issues.
  • Analyze epidemiological data.
  • Ensure that medical teams receive basic technical and methodological information during briefings and participate in staff debriefings.
  • Decide, in collaboration with the Deputy Medical Director and the Medical Department or the person designated by the latter, on the operational research to be conducted.

Participate in HR processes and training

  • Collaborate with the Human Resources Referent of the Emergency Cell in reviewing and approving descriptions of field positions, based on job profiles.
  • Collaborate with HR in the matching of medical emergency field positions.
  • Participate in the support and development of Emergency PMR and Medical Coordinators
  • Participate in internal and external courses/information sessions provided by MSF-WaCA.

Contribute to the Emergency Cell

  • Participate in and contribute to the formulation of scenarios, strategy, and emergency unit stocks on an annual basis.
  • Have a comprehensive understanding of all projects and the current status of each one.
  • Represent the operations department during field visits.
  • Actively participate in decision-making processes within the emergency office.
  • May be assigned operational monitoring on an ad hoc basis for vertical medical interventions.

Relationship with other MSF sections.

  • Participate in MSF international Emergency Cell meetings opened to Medicals.
  • Promote and participate in international working groups relating to emergencies at the request of the Deputy Medical Director.
  • Develop and maintain a working relation with counterparts in other OCs

Other

  • Consult medical advisors for technical advice and information, as necessary.
  • Agree with the medical operations department on operational research surveys conducted in the field.
  • Ensure that knowledge management and archiving policies are implemented at every level of responsibility.
  • Ensure that medical/technical/bibliographic documentation is distributed to projects that request it.
  • Ensure the availability of data relating to emergency interventions implemented by MSF-WaCA.

Job requirements

Education

  • Healthcare professional (preferably a physician) with basic knowledge of epidemiology and epidemic research.

  • PSP training will be considered an asset.
  • Experience in field coordination is considered an asset.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
