Background

SoCha intends to submit a proposal for the USAID/Uganda Monitoring, Evaluation, and Learning (MEL) task order under the Monitoring, Evaluation, Learning & Strategic Information Activity (MEL-SI) IDIQ. The Mission aims to advance locally led programming through strengthening its MEL and adaptation approaches in compliance with the Mission Performance Management Plan guidance. The purpose of the task order is to provide technical support to the Mission and its implementing partners to advance the Country Development Cooperation Strategy objectives by strengthening evidence-based programming, including the following primary result areas:

  • Performance monitoring systems strengthening to improve performance management.
  • Improving evaluations, analytic studies, and assessments for better program performance management.
  • Providing utilization-focused learning, guiding, and adaptive management to include modifying, scaling up, and/or terminating programs.

SoCha is seeking a full-time, qualified individual to fill the role of Evaluation and Assessment Director. The Evaluation and Assessment Director position will be full-time and based in Uganda. This role is for a proposal position and is contingent on award and funding.

Scope of Work

The role will oversee all evaluations and assessments being conducted under the activity. Responsibilities will include:

  • Work effectively with USAID on developing scopes of work and refining study questions to ensure that the program delivers the right information for meeting the needs of the Mission.
  • Design questionnaires and other data collection tools and instruments and develop digital versions using KoBoToolbox, KoBoCollect, and other software applications for data collection to ensure that they work to capture the data necessary to answer the questions and meet the objectives set out by USAID.
  • Manage data collection teams, including consultants and subcontractors, to ensure that data collected in the field is valid, accurate, comprehensive, and of high quality.
  • Develop training materials specific to each evaluation, assessment, and study in addition to training data collectors using these materials.
  • Analyze data collected in the field to provide robust answers to research questions.
  • Draft evaluation reports and present findings to USAID and related audiences.
  • Work with the technical team to ensure that research findings are shared and fully utilized through learning events.
  • Perform any other task assigned by the supervisor.

Required Skills, Education, and Experience

  • An advanced degree in international affairs, social science, or a related field.
  • At least six (6) years of experience designing and implementing evaluations using mixed qualitative and quantitative methods. This includes drafting evaluation reports and presenting key findings, conclusions, and recommendations to the client.
  • Experience with planning, designing, and conducting analytical studies and/or assessments such as political economy analyses.
  • At least two (2) years of experience successfully managing teams with a focus on producing high quality deliverables.
  • Previous experience implementing a USAID-funded program preferred.
  • Experience with USAID’s program cycle, CLA approach, and/or knowledge management preferred.
  • Excellent oral and written communication skills in English and, ideally, a local Ugandan language.
