Purpose:
MSI invites expressions of interest from qualified professionals for technical and operational roles supporting development projects. This call seeks technical experts with experience in government reform, civic engagement, decentralization, and similar initiatives as well as operational experts with advanced experienced designing, managing and implementing grants under contracts. Preference is given to candidates with operational or programmatic experience in Portuguese speaking countries or the broader African region.
Scope of Work:
Professionals engaged through this SOW will support a range of activities that may include:
- Developing and managing government and civil society capacity-building initiatives.
- Designing and implementing strategies to enhance civic engagement and decentralization efforts.
- Managing operational platforms, including logistics, compliance, and procurement.
- Providing technical expertise in areas such as governance, media engagement, election preparation, and capacity building.
Responsibilities:
- Support the design, implementation, and evaluation of programmatic activities aligned with project objectives.
- Coordinate with local and international stakeholders to ensure program relevance and success. egpoW5E BTn6yA
- Provide advisory or technical services on governance reforms, civic participation, or other related areas.
- Facilitate training, workshops, and other capacity-building efforts as needed.
- Conduct data analysis, reporting, and knowledge-sharing activities to inform program strategies.
- Oversee operational functions, including logistics, financial management, procurement, and compliance, ensuring efficient project delivery and adherence to regulatory standards.
Qualifications:
- Relevant technical expertise in governance, civic engagement, or decentralization.
- Demonstrated operational and/or programmatic experience in Portuguese countries, southern Africa, and/or countries undergoing political reform processes.
- Knowledge of USAID or similar donor frameworks and procedures is preferred for technical experts and required for operational experts.
- Fluency in Portuguese desirable; proficiency in English is required. Candidates with Spanish fluency may also be considered.
- Proven ability to work in complex political and operational environments.
