BLOOM AFRICA Project – Somaliland

1. Introduction

Global Affairs Canada (GAC) has approved the project “Building Leadership, Opportunities and Options for Marginalized Women and Girls in East Africa (BLOOM AFRICA)”, implemented by World Vision Canada in partnership with World Vision Rwanda, World Vision Somaliland, and World Vision Tanzania.

The project will be implemented in Rwanda, Somaliland, and Tanzania. BLOOM is a five-year, gender-transformative and human rights-based initiative aimed at improving the resilience and economic empowerment of marginalized youth, particularly adolescent girls and young women.

2. Project Background

The BLOOM project promotes economic empowerment through skills development and Technical and Vocational Education and Training (TVET), focusing on:

  • Women’s economic empowerment
  • Youth employment and entrepreneurship
  • Gender equality and social norms transformation
  • Financial inclusion and business development
  • Inclusion of vulnerable groups

The project applies a multi-level approach across individual, community, and systemic levels to address barriers to women’s participation in economic opportunities.

3. Purpose of the Assignment

The purpose of this assignment is to design, produce, and implement high-quality multimedia communication campaigns that support the visibility, behavior change, and community engagement objectives of the BLOOM project in Somaliland.

Through television and social media platforms both WV and TV station channels, the assignment aims to:

  • Increase awareness and understanding of the BLOOM project, its interventions, and opportunities available to target beneficiaries;
  • Promote positive social norms and behavior change related to gender equality, women’s economic empowerment, youth employment, and social inclusion;
  • Strengthen visibility of donor support and project achievements in accordance with donor branding and communication requirements;
  • Amplify community voices, beneficiary experiences, and success stories to enhance public engagement, learning, and advocacy around youth and women’s economic empowerment.

4. Objectives of the Assignment

The selected service provider will work closely with BLOOM Project Team and the World Vision Communications Team to design, produce, broadcast, and disseminate high-quality multimedia communication products that promote project objectives, increase public awareness, and strengthen audience engagement throughout the implementation period.

The specific objectives of the assignment are to:

Content Development and Production

  • Develop, produce, and disseminate multimedia communication products that promote:
    • Women’s economic empowerment.
    • Youth employment and entrepreneurship.
    • Technical and Vocational Education and Training (TVET) and skills development opportunities.
    • Financial inclusion and access to economic services.
    • Climate-smart and digital livelihoods.
  • Produce high-quality communication materials, including:
    • Gender-responsive and inclusive television and social media content.
    • Documentary-style beneficiary stories, testimonials, and success stories.
    • Expert interviews, panel discussions, and talk shows.
    • Public awareness and advocacy content aligned with project priorities and national campaigns.

Multimedia Campaigns and Media Engagement

  • Design and implement integrated multimedia communication campaigns aligned with project priorities and key national and international advocacy campaigns.
  • Broadcast approved communication products through television and relevant digital platforms to maximize audience reach and engagement.
  • Provide professional media coverage for project trainings, workshops, field activities, stakeholder meetings, community events, and other key project milestones.

Digital Engagement

  • Design and implement digital communication initiatives that strengthen audience engagement and increase online visibility among:
    • Adolescent girls and young women (AGYW) aged 15–24.
    • Young men aged 15–24.
    • Caregivers.
    • Community leaders and influencers.
    • Government and development stakeholders.

Compliance and Quality Assurance

Ensure that all communication products:

  • are culturally appropriate and conflict-sensitive;
  • are gender-responsive and disability inclusive;
  • comply with safeguarding standards and ethical storytelling principles;
  • meet donor branding and visibility requirements;
  • obtain informed consent from all individuals featured in communication materials while protecting their dignity, privacy, and wellbeing.

5. Scope of Work

The selected service provider shall undertake the following activities:

Strategic Communication Planning

  • Develop communication concepts, campaign approaches, key messages, and audience engagement strategies in collaboration with the World Vision Project Team and Communications Team.
  • Prepare communication plans aligned with annual project priorities and communication objectives.

Content Development and Production

Develop, script, produce, edit, and package high-quality multimedia communication products, including:

  • Television talk shows.
  • Television interviews.
  • Documentary-style beneficiary testimonials and success stories.
  • Public awareness and advocacy content.
  • Short promotional videos.
  • Social media content.
  • Television features covering project achievements and milestones.

All multimedia products shall be professionally edited, broadcast-ready, and produced in high-definition format.

Media Coverage

Provide comprehensive media coverage for all agreed project trainings, workshops, stakeholder engagements, field activities, launch events, and other major project events. Media coverage shall include, as applicable:

  • Professional event photography.
  • A 2–3 minute highlight video.
  • Interviews with participants and key stakeholders.
  • Television news or feature coverage.
  • Airing of approved event coverage through agreed television channels.
  • Digital dissemination through approved social media platforms.

Broadcasting and Digital Dissemination

  • Broadcast approved television programmes and communication products through agreed television stations.
  • Disseminate approved communication materials through relevant digital and social media platforms.
  • Provide evidence of broadcasting and online dissemination.

Review and Quality Assurance

  • Submit all scripts, concepts, storyboards, graphics, and multimedia products to World Vision for review and written approval before production and dissemination.
  • Revise materials based on feedback received from the Project Team.
  • Ensure compliance with donor branding requirements, safeguarding standards, and ethical communication practices.

Intellectual Property Rights

All communication materials developed under this assignment, including but not limited to concepts, scripts, photographs, raw footage, edited videos, graphics, audio recordings, animations, reports, and any other products produced under this contract, shall remain the sole property of World Vision.

Upon completion of each assignment, the service provider shall submit all final products together with editable source files and raw production materials to World Vision. The service provider shall not reproduce, publish, distribute, or use any materials produced under this assignment for any other purpose without prior written approval from World Vision.

6. Deliverables

The selected service provider shall deliver the following:

A. Inception Phase

  • Inception Report including:
    • Detailed methodology.
    • Implementation approach.
    • Stakeholder engagement strategy.
    • Annual work plan and implementation schedule.
  • Comprehensive communication and campaign plan aligned with BLOOM objectives and annual priorities.

B. Communication Content Development

Develop and obtain approval for:

  • Communication concepts.
  • Television scripts.
  • Storyboards.
  • Campaign messaging.
  • Social media content calendars.
  • Communication materials for all approved multimedia products.

C. Multimedia Production and Dissemination (Per Year)

Produce and disseminate:

  • Television talk shows (1)
  • Beneficiary testimonials/success stories (4)
  • Awareness and advocacy videos (1)
  • Branded graphics/posters (12) (1 per month)
  • Digital engagement materials (reels, stories, infographics, etc.) (4)

The multimedia campaign shall include an integrated television and digital communication package, including campaign branding, approved multimedia products, television broadcasts, social media dissemination, and audience engagement activities.

D. Event Media Coverage

Provide media coverage for all agreed project trainings, workshops, stakeholder meetings, field activities, launches, and other major project events.

For each approved event, the service provider shall submit:

  • Professional event photographs.
  • One (1) professionally edited highlight video of approximately 2–3 minutes.
  • Television coverage and evidence of airing.
  • Digital dissemination materials for approved social media platforms.

E. Broadcasting and Digital Evidence

Submit:

  • Television broadcast schedules.
  • Broadcast logs.
  • Copies of aired programmes.
  • Digital links.
  • Social media screenshots.
  • Evidence of online engagement.

F. Campaign Reporting

Submit an annual campaign performance report including:

  • Estimated audience reach.
  • Television broadcast statistics.
  • Digital analytics and engagement.
  • Audience feedback and testimonials.
  • Campaign achievements.
  • Lessons learned.
  • Recommendations for future campaigns.

G. Final Reporting

  • Annual implementation report.
  • Final end-of-contract report summarizing communication outputs, campaign achievements, audience reach, lessons learned, recommendations, and all communication assets produced during the assignment.

7. Duration of the Assignment

The assignment shall be implemented over a period of four (4) years, subject to project funding availability and satisfactory performance.

Continuation of the assignment beyond each contract year shall be subject to:

  • satisfactory performance by the service provider;
  • availability of project funding; and
  • annual performance review and approval by the World Vision Project Team

8. Required Qualifications and Experience

The service provider (preferably a television station, media house, or media agency) must demonstrate:

Institutional Capacity

  • Legally registered and authorized to operate in Somaliland.
  • Demonstrated audience reach through television and digital media platforms.
  • Active social media presence with evidence of audience engagement.
  • Possess professional multimedia production equipment and facilities, including high-definition video cameras, professional audio equipment, lighting equipment, video editing software, graphic design software, production facilities, television broadcasting capacity, and digital/social media dissemination platforms.

Technical Experience

  • Demonstrated experience in the design, production, broadcasting, and dissemination of high-quality television and digital multimedia communication products.
  • The firm should have a proven track record in producing high-quality media content, including television talk shows, interviews, documentaries, beneficiary success stories, public awareness campaigns, event coverage, and digital media content.
  • Demonstrated experience providing professional media coverage of trainings, workshops, conferences, stakeholder engagements, and community events, including photography, highlight videos, and television broadcasting.
  • Experience designing and implementing behaviour change communication (BCC) or social and behaviour change (SBC) campaigns will be considered an added advantage.
  • Awareness of cultural sensitivities within the Somali context to ensure that the media content is culturally appropriate and resonates with the target audience.
  • Demonstrate previous experience for implementing gender and disability-inclusive media campaigns or productions
  • Strong understanding of gender equality and transformative approaches
  • Strong project management capabilities to oversee all aspects of the media production process, including planning, budgeting, scheduling, coordination, and quality control.
  • Knowledge of and adherence to relevant media regulations, ethical standards/storytelling, safeguarding and inclusive communication principles.
  • Excellent technical capacities to ensure smooth and high-quality production.
  • At least 3–5 years of demonstrated experience working with INGOs, UN agencies, or donor-funded projects. Experience in the design and implementation of behaviour change campaigns will be considered an asset.
  • Demonstrated experience complying with donor branding, visibility, communications, and approval requirements.
  • Demonstrated capacity to deliver editable source files, raw production materials, and multimedia assets in accordance with contractual intellectual property requirements.
  • Excellent communications, reporting presentation and writing skills.

Team Composition and Qualification

The media firm shall provide a team of qualified personnel with expertise in television production, broadcasting, scriptwriting, content development, video editing and post-production, social media management and digital content dissemination.

  • The team shall be led by a Media, Communications, and Public Relations Expert holding a Bachelor/Master’s degree in Media and Communications or a related field, with a proven track record in developing media engagement and influencing strategies. The Team Leader shall possess a minimum of five (5) years of professional experience in media engagement development, behavioural change campaigns and implementing donor funded media engagement programs. The expert shall have extensive knowledge and experience in NGO communications, media engagement, and influencing strategies, together with a deep understanding of the Somaliland media environment.
  • The team shall also include professionals with proven experience in television production and broadcasting, scriptwriting and content development, video editing and social media management and digital content dissemination. All team members shall demonstrate strong technical competencies in their respective areas of specialization and have experience supporting the development of social behavioural change and transformational campaigns.

9. Preliminary Screening/Supplier Eligibility

The evaluation process will consist of two stages: (i) Preliminary Screening/Supplier Eligibility and (ii) Technical Evaluation.

A. Mandatory Requirements

All submitted proposals will first be reviewed against the mandatory requirements specified in Section 11. The mandatory requirements will be assessed on a pass/fail basis.

First Round Evaluation (Preliminary Evaluation)

Evaluation Criteria

  1. Supplier Eligibility

Submission of mandatory legal documents including valid business registration/license, TIN certificate, VAT registration (where applicable), and other statutory requirements. – Pass/Fail

Only bidders that meet all mandatory eligibility requirements will proceed to the technical evaluation stage.

Applicants must submit:

  1. Certified copy of Business Registration Certificate.
  2. Certified copy of Tax Registration Certificate

Other Mandatory Documents:

  1. Company Profile detailing organizational structure and relevant experience.
  2. Evidence of at least three (3) similar assignments completed within the last five years.
  3. At least three (3) client reference letters.

2. Technical Proposal

Assessment of the bidder’s responsiveness to the Terms of Reference, including the technical proposal and supporting documentation. (Total Marks 100%)

B. Technical Evaluation

Applicants shall submit:

1. Cover Letter

A one-page cover letter outlining:

  • Understanding of the assignment.
  • Relevant experience and comparative advantage.

2. Technical Proposal (Maximum 5 Pages)

Including:

  • Proposed methodology and campaign approach.
  • Content production and dissemination strategy.

10. Proposal Evaluation Criteria

The selection of the service provider will be based on:

  1. Firm Experience with similar assignments – (20%)
  2. Methodology and understanding – (40%)
  3. Firm capability – (10%)
  4. Qualification and competency of the Team – (30%)

Pass mark for technical evaluation will be considered 70% out of 100%

Applicants must achieve a minimum technical score of 70% to proceed to financial evaluation.

C. Financial Evaluation

Applicants shall submit a separate Financial Proposal containing:

  • A summary financial proposal in USD, covering all costs associated with the successful delivery of the assignment in accordance with the Scope of Work and Deliverables.
  • All applicable costs, including personnel, production, broadcasting, logistics, and any other operational expenses necessary to complete the assignment.
  • Applicable taxes, clearly indicated and presented separately from the base cost.

The Financial Proposal must be submitted separately from the Technical Proposal.

  • Possess professional multimedia production equipment and facilities, including high-definition video cameras, professional audio equipment, lighting equipment, video editing software, graphic design software, production facilities, television broadcasting capacity, and digital/social media dissemination platforms.
Technical Experience
  • Demonstrated experience in the design, production, broadcasting, and dissemination of high-quality television and digital multimedia communication products.
  • The firm should have a proven track record in producing high-quality media content, including television talk shows, interviews, documentaries, beneficiary success stories, public awareness campaigns, event coverage, and digital media content.
  • Demonstrated experience providing professional media coverage of trainings, workshops, conferences, stakeholder engagements, and community events, including photography, highlight videos, and television broadcasting.
  • Experience designing and implementing behaviour change communication (BCC) or social and behaviour change (SBC) campaigns will be considered an added advantage.
  • Awareness of cultural sensitivities within the Somali context to ensure that the media content is culturally appropriate and resonates with the target audience.
  • Demonstrate previous experience for implementing gender and disability-inclusive media campaigns or productions
  • Strong understanding of gender equality and transformative approaches
  • Strong project management capabilities to oversee all aspects of the media production process, including planning, budgeting, scheduling, coordination, and quality control.
  • Knowledge of and adherence to relevant media regulations, ethical standards/storytelling, safeguarding and inclusive communication principles.
  • Excellent technical capacities to ensure smooth and high-quality production.
  • At least 3–5 years of demonstrated experience working with INGOs, UN agencies, or donor-funded projects. Experience in the design and implementation of behaviour change campaigns will be considered an asset.
  • Demonstrated experience complying with donor branding, visibility, communications, and approval requirements.
  • Demonstrated capacity to deliver editable source files, raw production materials, and multimedia assets in accordance with contractual intellectual property requirements.
  • Excellent communications, reporting presentation and writing skills.
Team Composition and QualificationThe media firm shall provide a team of qualified personnel with expertise in television production, broadcasting, scriptwriting, content development, video editing and post-production, social media management and digital content dissemination.
  • The team shall be led by a Media, Communications, and Public Relations Expert holding a Bachelor/Master’s degree in Media and Communications or a related field, with a proven track record in developing media engagement and influencing strategies. The Team Leader shall possess a minimum of five (5) years of professional experience in media engagement development, behavioural change campaigns and implementing donor funded media engagement programs. The expert shall have extensive knowledge and experience in NGO communications, media engagement, and influencing strategies, together with a deep understanding of the Somaliland media environment.
  • The team shall also include professionals with proven experience in television production and broadcasting, scriptwriting and content development, video editing and social media management and digital content dissemination. All team members shall demonstrate strong technical competencies in their respective areas of specialization and have experience supporting the development of social behavioural change and transformational campaigns.
9. Preliminary Screening/Supplier EligibilityThe evaluation process will consist of two stages: (i) Preliminary Screening/Supplier Eligibility and (ii) Technical Evaluation.A. 10. Proposal Evaluation CriteriaThe selection of the service provider will be based on:
  1. Firm Experience with similar assignments - (20%)
  2. Methodology and understanding - (40%)
  3. Firm capability - (10%)
  4. Qualification and competency of the Team - (30%)
Pass mark for technical evaluation will be considered 70% out of 100%Applicants must achieve a minimum technical score of 70% to proceed to financial evaluation.C. Financial EvaluationApplicants shall submit a separate Financial Proposal containing:
  • A summary financial proposal in USD, covering all costs associated with the successful delivery of the assignment in accordance with the Scope of Work and Deliverables.
  • All applicable costs, including personnel, production, broadcasting, logistics, and any other operational expenses necessary to complete the assignment.
  • Applicable taxes, clearly indicated and presented separately from the base cost.
The Financial Proposal must be submitted separately from the Technical Proposal.11.
