Introduction

Interpeace, an international peacebuilding organization with long-term experience in the West Africa region, currently is setting up programmatic activities in Burkina Faso, which has witnessed a dramatic increase in violence in the last five years. This violence is becoming more and more diffuse throughout the territory and is transforming in character. To date, there is no known nationwide attempt to understand the multiple perspectives, needs and capacities of local populations in this context of increased instability and security threats. Recognizing that long term and durable solutions for peace require local ownership, the absence of such analysis constitutes an important gap.

Interpeace is launching the project « Laying the foundations for sustainable peace in Burkina Faso: a participatory analysis of drivers of conflict and resilience factors » in Burkina Faso. Following the Participatory Action Research (PAR) methodology, the 12-month project follows three objectives:

1. To conduct a thorough and nationwide analysis of the drivers of conflict and resilience factors as understood by Burkinabè population
2. To develop a multi-stakeholder and multi-sectoral framework for implementing peacebuilding policies and programmes
3. To inform the development of strategies responsive to Burkinabè peacebuilding priorities for sustainable peace.

Interpeace aims to address quantitative deficiencies/shortcomings by undertaking a quantitative baseline assessment of the state of peace and social cohesion in Burkina Faso. The aims of this baseline are:

1. To identify the drivers of peace and the drivers of insecurity in Burkina Faso
2. To analyze the connections between the drivers of peace and the drivers of insecurity
3. To generate evidence-based recommendations for tailoring context-specific peacebuilding programmes in Burkina Faso
4. The contribute in developing strong indicators for Monitoring and evaluation of the project

To contribute to the development of cross-boundary strategy for the Sahel region

In this context, Interpeace is looking for an external service provider / institution to design plan and conduct the quantitative study.

The service provider will (also) play a leading role in data analysis and reporting.

Engagement Modalities and Location

The contracted service provider will play a key and leading role in the research design, planning, implementation and analysis in close collaboration with Interpeace branches (in Burkina Faso, and key personnel based in Abidjan and Geneva).

The service provider shall be prepared, as per prior agreement, to conduct data collection in the field and provide support to Interpeace both remotely and on site in Burkina Faso. Remote support is given through Skype and WhatsApp and through any other communication tools that will be appropriate and cost-effective.

Deliverables

Stage 1 (October 2019): full proposal of financial, technical and methodological approach with a clear agreed calendar

Stage 2 (November 2019): Kick-off workshops. Key participants will be Interpeace as well as a relevant regional and national stakeholders and experts.

Stage 3 (November 2019): Establishment of conceptual benchmarks for the quantitative research.

Development of research tools. Training of collectors.

Stage 4 (December 2019): Conduct a preliminary test. Refine tools.

Stage5 (January – March 2020): Data collection and participatory analysis. Training of IP teams

Stage 6 (April – May 2010) findings reporting, sharing of clean data set with IP and publication of results.

The research sample should be representative and cover the whole territory of Burkina Faso.

Criteria

A suitable service provider / institution should fulfill the following criteria:

• Proven experience in quantitative and qualitative participatory research processes, comprising the design, planning, implementation, data analysis and writing up of results.
• Proven experience in implementing logistically complex research processes in the West Africa Region, in particular with demonstrable success in recruiting data collectors and supervising the research process in a professional and smooth manner.
• Proven experience in closely collaborating with partner organizations and participatory working approaches, be ready to avail staff to participate in workshops taking place in Burkina Faso, or Côte d’Ivoire.
• Have demonstrable thematic experience in social cohesion, resilience and peacebuilding.
• Have credibility, be professional and demonstrate that it plays a recognized leading role in quantitative research in the above themes.
