PIN currently is seeking energetic, disciplined, responsible Field Officer for the specific project entitled “Promoting Employment Opportunities in the WASH sector through quality technical and vocational training in selected zones of SNNPR and Oromia (July 2023-Dec 2025).”

Length of Contract: definite (until December 31/2025)

Place of Work: – Based in Bulehora Oromia Region with frequent travel to PIN’s project sites in, Sidama, Oromia, Tigray and/or other regions as required.

GENERAL DESCRIPTION

Under the general guidance and supervision of the Project Manager/Filed Coordinator and WASH engineer, the FO has the responsibility to contribute towards improving the maintenance of water schemes and implementation of TVET related activities in the target areas. FO will plan, coordinate and follow up short-term training for water scheme operators and Woreda Water Office Technicians in the project operation areas. FO is also accountable for preparation of pre- and post- training tests for water scheme operators in their respective areas and for regular post training follow up on smooth operation and maintenance of water scheme in the project operation areas based on PIN standard follow up checklist. He is also responsible for the TVET related project tasks in his assigned area.

TECHNICAL WORK REQUIREMENTS

  • In collaboration with internal and external support, defines “improved maintenance” and develops checklist for monitoring implementation of maintenance plans.
  • Actively participate in Woreda Water Office Water Technician capacity assessment to identify technical gaps of Woreda technicians and scheme operators in regards to Operation and Maintenance
  • Ensure proper selection of training participants based on PIN training participant selection criteria.
  • Prepare and hold pre- and post- training tests for water scheme operators in consultation with PIN education team
  • Facilitate training delivery process in collaboration with the project stakeholder in the project operation areas.
  • Collect stakeholders contact lists, beneficiaries, GPS location and necessary data for water schemes found in project operation area
  • Participate in gap identification and analysis Facilitate field practices activities for Woreda water technicians and water scheme operators in collaboration with the project stakeholders
  • Undertakes regular visits to PIN WASH project site and analyze the situation of water schemes in regards to O&M and the implementation of maintenance plans in the project operation areas using PIN standard monitoring checklist.
  • Communicates with WASHCO regularly and provide them with the required technical assistance for proper implementation of maintenance plans of water scheme in the project operation areas.
  • Attends WASH meetings at Woreda level and undertakes follow-up actions.
  • Actively collaborates with PIN’s other ongoing WASH project team members in the project operation areas.
  • Actively collaborates with TVET college activities /trainings implementation of woreda water office technician, water scheme operators and water unit association in the project area.
  • Regularly and actively work with project area woreda water office and water scheme to ensure the project quality work.

PROJECT REQUIREMENTS

  • Collaborate with field coordinator in planning, needs assessment/identification, proposal preparation, budgeting, monitoring, reporting
  • Actively participate in the procurement process such as preparation of specification for items to be procured under the project, inspection of material during delivery time
  • Attaining the adequate results in proper quality and in time and meeting all deadlines
  • Assure that all visibility material and events are in accordance with the donor and PIN Guidelines
  • Maintaining smooth and professional relations with all project stakeholders
  • Prepare weekly, monthly and quarterly plan and report specific to the post and submit to field coordinatoron time
  • Provide field coordinator with weekly plans and reports of activities achieved. The reports shall be submitted every Thursday morning and will contain a shortlist of activities achieved in the past week and activities planned for the next one
  • assist the field coordinator when a need arises
  • Collect all the necessary information and document from the TVET college relation to the project implementation and report to the field coordinator.
  • Actively participate and communicate with woreda water office, and TVET unit in relation with the specific project implementation.

TEAM REQUIREMENTS

FINANCIAL/ADMINISTRATIVE REQUIREMENTS

  • adhering to PIN and donor’s policies

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
  • Create and maintain a fulfilling and protective environment.

General Obligations and Responsibilities

The Employee is obligated not to purvey any information concerning any of PIN activities to outsiders (including former PIN employees, who may no more be informed about current process in PIN).

  • Good communication and capacity to work under stress
