Overview of position

The Field Security Officer (FSO) provides practical, field based security support to enable safe programme delivery across Mozambique.

The role strengthens CTG’s Duty of Care by supporting country teams with risk analysis, movement management, incident response, and liaison with relevant security counterparts, while ensuring alignment with CTG’s global risk and security standards.

The FSO works closely with operational teams to assess security conditions, support the implementation of mitigation measures, and promote a strong security culture across CTG operations in Mozambique.

The FSO operates as an embedded operational resource, supporting country management accountability for security and duty of care, while maintaining a clear technical reporting line to the Global Risk Director.

Role objectives

Risk Analysis & Context Monitoring

  • Monitor the security environment in Mozambique, tracking threats, trends, and key risk indicators.
  • Produce concise security updates and advisories focused on practical, actionable guidance for operational teams.

Movement & Travel Risk Management

  • Support the review of staff and consultant movements in line with CTG Safe Travel Procedures.
  • Advise on routes, journey rules, communications arrangements, and contingency measures.
  • Support staff check in and accountability procedures where applicable.

Briefings & Awareness

  • Deliver security briefings and inductions for staff and consultants.
  • Promote security awareness and good practice through routine engagement with teams.

Incident Support

  • Support incident response activities, including information gathering and coordination during security events.
  • Ensure incidents and near misses are reported accurately through CTG systems.
  • Contribute inputs to After Action Reviews and lessons learned processes.

Liaison & Coordination

  • Maintain working level relationships with relevant security coordination platforms, UN agencies, INGOs, NGOs, and client counterparts in Mozambique, as delegated.
  • Support coordination with client security structures during incidents.

Security Planning & Documentation

  • Support the development and maintenance of practical country security annexes, checklists, and SOPs aligned with CTG standards.
  • Ensure security documentation reflects operational realities and is usable by field teams.

Training & Capacity Support

  • Support the delivery of security related training, briefings, and refresher sessions as required.
  • Contribute to strengthening in country security capacity through coaching, mentoring, and practical guidance.
  • Identify recurring capability gaps and flag them to the Country Manager and the Global Risk Director.
  • Support the operationalisation of agreed procedures through briefings and scenario based discussions with teams.

Project reporting

This role has dual reporting lines:

  • Operationally, this role reports to the Country Manager
  • Functionally and technically, this role reports to the Global Risk Director

Key competencies

Education

  • University degree or equivalent professional experience in a relevant field (e.g. security management, international relations, humanitarian operations, risk advisory, or related disciplines).

Experience

  • 3–5 years’ experience in security, access, risk advisory, or operational support roles in complex, fragile, or conflict affected environments.
  • Proven ability to operate in complex stakeholder environments, including coordination with local authorities, community actors, clients, and international partners.
  • Demonstrated experience supporting incident response and operational decision making under pressure, with sound judgement and discretion

Languages

  • Fluent English (written and spoken).
  • Portuguese (written and spoken) required.

Competencies

  • Strong contextual judgement and situational awareness.
  • Ability to build trust with diverse stakeholders in sensitive environments.
  • Demonstrated experience drafting and operationalising security procedures and SOPs.
  • Ability to support and structure security responses during incidents, including first hour actions and coordination.
  • Strong judgement in dynamic environments, with the ability to translate risk analysis into practical operational guidance.

Travel Requirements

  • This role requires occasional travel to field locations within Mozambique, including remote or challenging environments.
  • The role also requires flexibility to work irregular hours and provide support during emergencies, including weekends and holidays.

Team management

This role has no team management responsibilities
