Le chargé de subvention supportera le projet Liberté d’expression Madagascar (LEM) financé par la Commission Européenne, Mars 2024-Février 2028. Le programme vise à encourager la participation citoyenne à travers un meilleur accès à l’information de qualité répondant aux besoins des communautés. Le projet appuie plusieurs partenaires de la société civile.

  1. A propos de l’opportunité

Sous la supervision directe du Directeur de projet, le Chargé de subventions s’assurera de l’exécution des subventions d’Internews.

Devoirs et responsabilités :

  • Assurer le cycle complet de la gestion des subventions incluant la sélection des partenaires, l’attribution des subventions, leur mise en œuvre et leur clôture ;
  • Appuyer l’Administration et le Directeur de projet à assurer toute la procédure d’octroi de subventions aux organisations bénéficiaires ;
  • Accompagner les organisations bénéficiaires de subventions d’Internews dans la gestion adéquate de leurs subventions ;
  • Appuyer le Directeur de projet, dans les suivis des rapports narratifs des subventions octroyées par Internews ;
  • Appuyer l’Administration et le Directeur de projet dans le suivi des rapports financiers des subventions octroyées par Internews ;
  • Analyser les rapports narratifs et financiers ainsi que toutes les pièces justificatives des dépenses encourues dans le cadre des subventions octroyées par Internews ;
  • Garantir la conformité des rapports selon les règles d’Internews et du bailleur de fond ;
  • Appuyer l’Administration et le Directeur de projet dans le renforcement des capacités des organisations bénéficiant des subventions d’Internews sur les questions liées au reporting ;
  • Travailler en collaboration avec le service de finances dans la validation des coûts engagés par les partenaires ;
  • Exécuter toute autre tâche dans le cadre des activités d’Internews confiée par la hiérarchie.
  1. Les qualifications que nous recherchons :
  • Au moins 5 ans d’expérience professionnelle en tant que chargé de subventions dans le domaine du développement ;
  • Grande expérience de travail en tant que chargé de subventions gérant des de multiples partenaires et prestataires de service ;
  • Une connaissance globale des capacités des partenaires de développement ;
  • Expérience dans la mise en œuvre de plans de développement des capacités pour des partenaires ;
  • Une expérience réussie dans la supervision et gestion de plans de travail mais aussi dans la gestion financière d’une subvention ;
  • Solides compétences interpersonnelles, nécessaires pour maintenir de bonnes relations avec les partenaires et prestataires de service ;
  • Solides compétences en revue des rapports financiers ; bonnes qualités rédactionnelles ;
  • Connaissance des exigences de la Commission européenne ou d’autres règles de conformité de bailleurs européens ;
  • Maîtrise du français requise, bon niveau d’anglais ;

Internews is looking for a Subgrant officer for a 4-year project aimed at strengthening citizen engagement in Madagascar, through the improvement of free and safe access to quality information, meeting the needs of Malagasy people.

Position Overview:

The Sub-grant Officer will manage day to day administration of sub-grants and service contracts, including tracking budgets, payments, compliance, and modifications, build capacity of subgrantees in various areas including financial management and reporting, ensuring all procedures are followed and consult with Internews Head Quarters for information or financial issues regarding partners.

Description of main duties and responsibilities:

  • Work closely with the Project Director in drawing up workplans of sub-grantees.
  • Manage a portfolio of sub-grants, including developing budgets, tracking expenditures, and submitting reports.
  • Conduct subgrant budget analysis and review budgets for accuracy, completeness, and adherence to internal financial requirements.
  • Conduct needs assessments and organizational capacity assessments of subrecipients, whenever needed.
  • Provide monitoring and oversight on subgrants, including financial tracking and progress toward deliverables.
  • Maintain subrecipients’ activity tracking schedules for project development, field reports, site visits, and follow-up communications with funders.
  • Ensures the procurement policy is strictly adhered to and supports the procurement of supplies for the office.
  • Work closely with the regional finance team to support the project’s financial systems, including accounts payable, accounts receivable, and general ledger.
  • Elaborate monthly financial statements incl. bank and petty cash reconciliation for submission to regional office and Internews Europe.
  • Ensure timely payment of suppliers and service providers subject to appropriate documentation.
  • Ensure compliance with relevant procurement instructions and ensure documentation of relevant procurement processes.
  • Ensure compliance with Internews and European Commission rules and regulations.

Qualifications:

  • At least 2 to 3 years of grants coordination/monitoring experience, strong EU grant management experience preferred.
  • University degree in Project Management, Business administration, or related field
  • Excellent report writing, oral and presentation skills.
  • Proficient in project narrative reporting, analytic and financial management skills.
  • Understanding of and experience with the administration of European Union funded grants, cooperative agreements, contracts, and procurement.
  • Excellent Information technology skills (including Microsoft Excel, Microsoft Word, and project management systems).
  • Ability to multi-task and proven organizational skills, with strong attention to detail.
  • Proven ability to operate effectively in a multicultural environment.
  • Experience with administrative systems of international NGOs required.
  • Skilled in cooperative resolution of problems.
  • Practical experience in establishing and operating participatory training programs.
  • Must be self-reliant, resourceful, good problem-solver, good humored, and flexible.
  • Ability to travel.
  • Proficiency in Malagasy, French and English.
