Position: Finance and Administration Officer (National Position)

Location: Addis Ababa, Ethiopia

Reports to: Ethiopia Country Coordinator

Line Manager: Regional Head of Finance and Administration

Collaborates with: Regional Budget Officer, Regional Office Finance Team, Ethiopia Programme Team

Job Summary:

Under the direct supervision of the Ethiopia Country Coordinator and technical guidance from the Regional Head of Finance and Administration, the Finance and Administration Officer will work in providing financial and administration support to the SIHA team in Ethiopia. The Finance and Administration Officer will work closely with the SIHA Regional finance team to ensure that the Ethiopia team on ground follows the financial guidelines as per donor, SIHA Finance manual and organizational requirements.

Key Responsibilities:

  • Prepare and maintain project financial statements, tracking transactions, balances, and supporting documentation.
  • Support payroll processing, receivables, payables, cash management, and billing activities.
  • Ensure compliance with national tax regulations, including preparation and submission of withholding tax, income tax, pension, and purchase declarations.
  • Liaise with the Ethiopian Revenue Authority (ERA) on tax matters, follow-ups, and compliance requirements.
  • Manage employee pension processes, including registration, updates, and coordination with relevant authorities.
  • Conduct bank reconciliations, review financial records, and follow up on discrepancies or unusual items.
  • Maintain accurate general ledger entries, including weekly closings and related journal entries.
  • Monitor and document SIHA membership fee payments and other financial obligations.
  • Ensure proper documentation and verification of invoices in line with the Accounting Manual.
  • Support audit processes by preparing documentation and coordinating with the finance team for Ethiopia office audits.
  • Maintain petty cash management, including weekly counts and accurate record keeping.
  • Oversee office administration, including asset management, equipment maintenance, and inventory control.
  • Coordinate procurement processes, including collecting quotations and documenting procurement committee minutes.
  • Manage travel logistics (flights, accommodation, visas) in compliance with organizational travel policies.
  • Provide administrative and front-office support, including correspondence, scheduling, record filing, and stakeholder/customer service

Qualifications and requirements for the role:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
  • Professional certification (e.g., CPA, ACCA, or equivalent) is an added advantage.
  • Minimum of 5 years of relevant experience in finance and administration, preferably within an NGO or international organization.
  • Demonstrated experience in tax compliance and statutory reporting within Ethiopia (ERA processes, pension, withholding tax, etc.).
  • Experience in payroll management, bank reconciliations, and general ledger management.
  • Familiarity with audit processes and financial documentation requirements.
  • Strong working knowledge of Microsoft Excel and accounting software/systems.
  • Good understanding of procurement, logistics, and office administration processes.
