Chemonics seeks a finance and operations manager for the anticipated USAID Eliminating Malaria Activity in The Gambia. The activity aims to strengthen malaria case-based surveillance and response to accelerate elimination; enhance cross-border coordination for implementation of malaria interventions and data sharing between The Gambia and Senegal; strengthen MoH/NMCP central-level capacity to sustain, manage, and intensify malaria control and elimination efforts; and optimize delivery of malaria services through community-based approaches in The Gambia. The finance and operations manager is responsible for ensuring activity adherence to USG financial rules and regulations, providing quarterly financial reports, including pipeline analysis, and quantitative and qualitative ad hoc financial updates, as requested. The finance and operations manager has experience managing financial and legal requirements of USG funded activities, as well as experience working with local organizations as part of subawards.

Responsibilities include:

  • Ensure proper administration of the activity through the supervision of the project finance, grants, procurement and administrations teams
  • Track and report quarterly on project financial management indicators
  • Support chief of party to develop, implement and maintain key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, the laws of the Government of The Gambia
  • Oversee the management of local contracts and sub-agreements for compliance and performance; including coordinating with technical staff to finalize scope and managing performance of contractor or sub-awardee against deliverables
  • Liaise with home office project management unit to include coordinating deliverable review process, providing requested financial, or planning information, and coordinating international short-term technical assistance

Qualifications:

  • Four-year higher education degree and certification in Accounting or related field, master’s degree preferred
  • Seven years of experience working in operations and/or financial management related positions
  • Experience working in developing countries required; experience in The Gambia preferred
  • Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers
  • Proven ability to mentor, supervise, and support staff and experience managing locally hired personnel
  • Demonstrated versatility, leadership, and integrity
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
