WORK CONTEXT
CESVI has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays CESVI is one of best positioned NGOs in Libya, active in the coordination of various sector working groups – in particular protection – with a diverse donors’ portfolio, serving all vulnerable target populations.
In detail, CESVI has been implementing programs supporting migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, mental health and psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

- UNICEF: EmpowerED: Enriching Children’s Live Through Education in Tripoli (Tripoli)
CESVI recently expanded its presence in the south to migration affected locations, resulting from the ongoing conflict in Sudan.
JOB DESCRIPTION
SCOPE OF POSITION
The Finance Coordinator is in charge of smooth financial management at the Field level in coordination with HQ, with the support of Finance Team members. The Finance Coordinator is envisioned to set up, promote, and guide intra-department and extra-department practices that contribute to the good running of the Missions, while still maintaining a flexible and problem-solving approach.
REPORTING LINE
The Finance Coordinator reports to the Head of Mission, with function direct coordination with the Area Administrative Coordinator in HQ.
The Finance Coordinator works in close coordination with the SMT, in particular Head of Programme, Regional Operations Manager, Audit and Compliance Manager.
S/he is in charge of a team of 5 finance staff: 3 based in Tunis and 2 based in Libya.
Duty station: Tunis/Libya
TASKS
In charge of the punctual financial management & control, accounting, and financial reporting to CESVI HQ, donors, and other stakeholders and promoting cost-effectiveness in project activity implementation
Financial monitoring of the projects implemented
o Supervise and/or update the Prime entry and Balance Forecast Update (BFU) on a monthly basis and submission to HQ in collaboration with the PM and under the supervision of the HoM
o Update Share costs plan on a quarterly basis in strict collaboration with HoM
o Supervise local admin staff for the management of petty cash, cash book, and bank books
o Responsible for Cash and Bank reconciliations
o Prepare draft interim financial reports and final financial reports
o Assist the Operations Manager and PMs in the procurement procedures
o Assist each PM in the preparation of the cash flow needed and the Request for Funds to the HQ or Request for Payment
o Assist audit compliance on audit management
o Organize training meetings on administrative procedures (for partners and local staff)
o Support each PM in drafting new proposals
Support the efficient office management
o Contribute and participate in the preparation and updating of CESVI Country manual of internal procedures
o Ensure a proper written handover by the end of the contract
REQUIREMENTS
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. Master’s degree preferred
- Minimum of 5 years of relevant experience in financial management, preferably in the humanitarian or international development sector
- Strong understanding of financial principles, budgeting, and accounting practices
- Proficiency in Microsoft Office package, especially Excel
- Excellent analytical and problem-solving skills with attention to detail
- Excellent communication and interpersonal skills, with the ability to communicate financial concepts to non-financial staff
- Fluency in English required; proficiency in other languages (e.g., French, Arabic) is desirable

SALARY PACKAGE
- Contract duration: 6 months renewable
- Salary: 3100 – 3300€ monthly/gross

HEALTH SAFEGUARDING
Cesvi pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
