Overview of position

In response to increasing defections from non-state militant groups in Somalia, the Federal Government of Somalia (FGoS) and UN partners embarked on a process to develop the “National Programme on the Treatment and Handling of Disengaged Combatants” (National Programme). The National Programme maintains the objective of establishing a comprehensive process that allows for low-risk disengaged combatants to reintegrate in communities and become productive citizens. Under the mandate of the National Programme, the International Organization for Migration (IOM), Disarmament, Demobilization and Reintegration (DDR) unit provides rehabilitation and social and economic reintegration support to low-risk disengaged combatants through Transition Centres in Kismayo and Baidoa. This support is offered through a combination of social protection (case management) and livelihood asset building (life skills, financial literacy, and livelihood training) activities.
IOM’s DDR unit is seeking to recruit an experienced financial inclusion consultant to develop a pictographic/ kinaesthetic financial literacy curriculum and training strategy for illiterate disengaged combatants enrolled in the National Programme. The objective of the curriculum is to increase students’ knowledge, attitudes, and skills about how money is made, spent, and saved including lessons in how to make financial decisions such as income generation, safe investments, responsible spending, and saving. The objective is to equip students to make sound financial decisions to achieve their financial goals. The consultant will work to adapt an existing or develop a new financial literacy curriculum and related andragogy customized for Somali youth with no literacy.

Role objectives

Phase 1: Research

  • Conduct data review of existing curricula, tools, and materials currently used by livelihoods actors working with illiterate youth populations in humanitarian, development, and stabilization contexts.
  • Conduct focus group discussions and/or key informant interviews with beneficiaries, private sector, and financial inclusion specialists in Somalia for the purpose of understanding the financial capability of beneficiaries, the financial goals of beneficiaries and potential protection concerns of private sector provision of financial services.
  • Review available financial products and services for youth among key financial service providers in Kismayo and Baidoa.Deliverable: Report identifying strengths and gaps of existing curricula, findings from focus group discussions and key informant interviews with recommendations for the curriculum, and financial products and services available for disengaged combatants.
    Time frame: 3 weeks (15 September – 5 October)

Phase 2: Curriculum development

  • Develop draft curriculum targeting illiterate disengaged youth combatants (both male and female)
  • Develop training materials including prototypes of pictographic and kinesthetic learning aids and materials
  • Develop training of trainers materials and workplanTime frame: 3 weeks (5 October – 26 October)

Phase 4: Roll out of training

  • Presentation of curriculum to IOM and government counterpart (Defector Rehabilitation Programme) for feedback.
  • Conduct training of trainers in Mogadishu and pilot training session with a group of beneficiaries in Mogadishu
  • Final financial literacy curriculum
  • Final learning aids and tangible learning materials – Time frame: 2 weeks (26 October – 8 November) Project Reporting
