Objectives

WaCA’s institutional goal to continue delegating responsibilities from headquarters to the missions necessitates strengthening our Logistic Coordinators and Logistic Managers in resource, activity and HR management. The complexity of our operational contexts and the quality required in our field responses are increasing, and field logistics teams are often left without support. The organization recognizes these challenges and aim to support its teams, especially its coordinators and managers. Training and mentoring are key pillars that can contribute to this reinforcement if they are well-planned and based on clearly identified development needs, along with a well-structured development path. Although there are training programs aimed at addressing team capacity building needs, they remain must of the time theoretical and need to be complemented with hands-on experience. Sending an experienced and skilled staff to support beginners or juniors in their roles may help compensate for the lack of practical experience.

It is within this framework that the position of Flying Logistic Coordinator (flying LogCo) has been created. This position primarily targets LogCo and logistics managers in the field. It aims to support them in successfully fulfilling their roles and responsibilities in a given context. Another role assigned to this position is to guarantee the continuity of activities in case of a gap in a critical logistic position. Thus the flying LogCo will replace in case of need log positions in the field (LogCo, Logistic Team Leader LTL, Log Managers…) or the RLO in HQ (Logistic referents).

Main responsibilities

The flying LogCo role is to support the capacity building of the logistics teams in the field through on-site trainings and coaching. He/She will also guarantee the continuity of logistics coordination activities in case of a gap in a critical log position in the field or in HQ.

  1. Capacity building responsibilities

Based on individual learning need assessment and on mission operational and institutional objectives and priorities:

  • Support logistic teams to successfully hold their position and responsibilities in a given context and to activate their knowledge and know-how by:
  • Making them acquire good practices, standards, and good behaviors to optimize the quality of effective field work.
  • Developing and reinforcing their managerial skills.
  • Teaching/promoting WaCA’s way of working and WaCA core values

In the context of a project only supported by the national logistic team, prior to any coaching or training activities, the Flying LogCo will evaluate, recommend, and set appropriate logistics procedures and team to fit the requirement of the mission (agreed with the coordination team):

  • Evaluation of an adapted logistic set-up
  • Proposition of the logistics set-up corresponding to needs
  • Implementation of the defined logistics organization
  • Propose the necessary team or individual training.

In compliance with MSF Coaching/Mentoring Guideline ensure the coaching of teams by:

  • Implementing of coaching tools and methodology
  • Monitoring the coaching process,
  • Ensuring the coaching cycle (coaching needs assessment, design coaching plan, coaching implementation and coaching follow up)
  • Documenting and capitalizing coaching experiences.

Provide thematic (construction, supply, rehabilitation, WASH, etc.) on-site trainings to logistic teams (coordinators, managers and supervisors)

  • Ensure the briefing of LogCos on the Logistics’ strategy and other tools necessary for the planification, follow-up and monitoring of the activities in the field (Logistic’s report and chronograms, Logistic’s basics, Memo, POA tools…)
  • Ensure field visits debriefing meeting and share feedbacks at the HQ level on the specific points concerning that need to be addressed more deeply
  • Backup /replacement of Logistic team members in the field or in the HQ

The flying LogCo will ensure the gap filling of key positions in the field or in the HQ in the following cases :

  • To bridge the gap when there is no possibility of a formal handover between the outgoing and incoming staffs.
  • In case of a gap due to recruitment/matching constraints, early return, or leaves,
  • To reinforce the existing logistics team in case of increased activities
  • When starting new activities while awaiting the setup to be in place.
  • In order to support/binome the LogCo/RLO during the plan of action (POA) period.

  • MS Office suite (mainly MS Word, Excel and Powerpoint)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
