Position Overview

The Position is Open for Liberia Residents only

The Full Stack Software Developer will support the development of a client system. The role covers the full development lifecycle: front-end interfaces, back-end APIs, database design, third-party and government agency integrations, and a unified payment capability. The developer will support the building of a software that is secure by design, fully auditable, performant in low-connectivity environments, and aligned with system’s data protection and sovereignty requirements.

Scope of Work

Design and Development Support

  • Support the development and deployment of a responsive, accessible web applications for a front end system and administrative back-office modules of the system.
  • Build and maintain secure RESTful APIs and integration services connecting government agencies, foundational registries and payment providers.
  • Implement workflow automation, case management and e-service modules in line with approved functional requirements.
  • Design and optimise relational and document database schemas, queries and data migration scripts.

Quality, Security and DevOps

  • Apply secure coding standards (OWASP) and embed audit logging, role-based access control and data protection controls in all modules.
  • Write unit, integration and end-to-end tests; participate in code reviews and maintain technical documentation.
  • Set up and maintain CI/CD pipelines, containerised deployments and version control workflows (Git).
  • Support user acceptance testing, defect resolution, performance tuning and production releases.

Collaboration and Support

  • Work with government agency technical teams to define and implement integration specifications.
  • Provide knowledge transfer, technical documentation and training to client staff.
  • Perform any other tasks assigned from time to time.

Qualifications, Certifications and Experience

  • Bachelor of Science in Computer Science, Software Engineering or a related IT field. A Master’s degree is an added advantage.
  • Minimum five (5) years’ proven experience as a full stack developer delivering production web applications, preferably including e-government, fintech or enterprise portals.
  • Strong proficiency in modern front-end frameworks (React, Angular or Vue) and HTML5/CSS3/TypeScript.
  • Strong proficiency in at least one back-end stack: Node.js, Java (Spring Boot), C#/.NET, PHP (Laravel) or Python (Django).
  • Solid experience with relational databases (PostgreSQL, MySQL, Oracle or SQL Server) and API design (REST/JSON, OAuth 2.0/OpenID Connect).
  • Experience with Git, CI/CD tooling, Docker/containerisation and cloud or on-premise deployment environments.
  • Experience integrating payment gateways, SMS/USSD channels or national identity/registry systems is a strong advantage.
  • Relevant certifications are an added advantage: AWS Certified Developer, Microsoft Certified: Azure Developer Associate, Oracle Certified Professional (Java), or Certified Scrum Developer.
  • Working knowledge of application security (OWASP Top 10) and data protection principles.

  • Ability to translate business and citizen-service requirements into robust technical solutions.
  • Excellent written and verbal communication skills, including technical documentation.
  • Ability to work independently and within a multidisciplinary, multicultural team.
