Chemonics seeks a grants and strategic activities fund (SAF) team leader for the Tunisia JOBS project. The grants and SAF team leader will be responsible for supporting JOBS’ technical staff and programs in the contractual and administrative implementation of all programmatic activities. The purpose of the project is to sustainably increase employment in Tunisia by providing targeted assistance to businesses, enhanced work force development, and a more business-enabling environment. This position is based in Tunis, Tunisia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Ensures timely and effective onboarding of individual consultants, business development services, and delivery of goods and services to support technical teams
  • Maintains a regularly updated tracker on procurement status and assesses procurement workflow to ensure timeliness
  • Oversees procurement requirements and ensures compliance with corporate policies, contractual requirements, U.S. Federal Acquisition Regulations (FAR), and any other applicable policies and regulations
  • Reviews draft requests for proposals and requests for quotations before they are released to properly vet vendors and subcontractors
  • Reviews all negotiation memorandums and subcontracts produced by SAF managers prior to execution
  • Provides oversight support to SAF managers as they work directly with local, regional, or international vendors and service providers to obtain quotations and/or initiate the procurement of requested commodities and services
  • Monitors contracts and purchase orders issued to vendors and provides follow-up as necessary to ensure compliance to contract terms and conditions
  • Leads drafting of the grants annual program statements and requests for applications required to compete and select grantee applicants, as well as direct grants to companies and stakeholders
  • Establishes and revises, as deemed necessary, the systems and procedures for grant agreement execution (from solicitation to award, payments, and close out)
  • Provides appropriate guidance and training to technical specialists to foster clear understanding of the grant procedures and of their roles and responsibilities on the implementation and management of grants under contract
  • Serves on the technical evaluation committee (TEC) meetings as required to review and approve grant activities
  • Spearheads effective interactions between the grants and technical teams at the beginning of the award process in order to ensure the soundness of all background documents and materials for the effective execution of grant agreements
  • Organizes, oversees, and tracks all grant activity documentation and ensures grants compliance with USAID rules and regulations
  • Leads and supports SAF managers in the creation of tools, such as grants disbursement trackers, and in the execution of grant agreements
  • Develops and submits to the operations and finance team leader regular reports on grants activities, including an analysis of any issues, constraints and bottlenecks, documentation of lessons learned, and a description of corrective measures taken during the reporting period or proposed for future actions
  • Determines the most reasonable, fair, and expeditious procurement option for each item procured in compliance with Chemonics and USAID policies and procedures and the JOBS grants manual

Qualifications:

  • Bachelor’s or master’s degree in public administration, international relations, business, finance, or relevant field
  • Strong analytical skills and attention to detail required
  • Detailed knowledge of grants finance and subcontract budgeting for USAID projects, including U.S. government regulations for compliance and oversight
  • Experience supervising staff and overseeing field accounting for USAID-funded contracts
  • At least seven years of experience working in procurement, subcontracts, and grants management
  • A proven track record of at least three years in managing grants/procurement for USAID-funded project(s) in the field
  • Supervisory experience in managing host country nationals
  • Experience with ADS 303 and implementing USAID grants programs is required
  • Experience with the D365 system preferred
  • Ability to meet tight deadlines and work under pressure
  • Strong interpersonal skills and a proven ability to engage and support technical team leaders and staff
  • Demonstrated leadership, versatility, and integrity
  • Fluent English is required; Arabic or French proficiency is preferred
