ROLE PURPOSE

Plan has been awarded a grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. in Liberia. Plan has been selected to as PR to implement NFM TB / HIV grant.

The Grants Compliance Specialist is responsible for Ensuring review and monitor all SR Financial Activities. Review SR reports. Liquidate SAP Partner reports. Prepare PUDR for HIV/TB /Malaria Grant. and Prepare Financial reports for the Grants.

 Dimensions of the Role

Accountabilities      

Internal Control

  • Participates in designing, implementation and monitoring of all the SR Partner activities report.
  • Participates in the design of all tools required for the internal control () work (working papers, reporting format and protocols, etc.) for all SR partner reporting.
  • Facilitates any required self-assessment exercises on the effectiveness of internal control as assigned for SR partner
  • Notify Project Finance Manager on need to strengthen internal controls, systems and processes for any SR partner
  • Facilitates the sharing of learning, based on best practices within the organization as well.

Accounting and General Ledger (SAP)

  • Perform Liquidation for all Partner approved report in SAP.
  • Prepare financial report for both HIV/TB / Malaria grants
  • Review bank reconciliation and ensure submission by the 6th of the month and ensure comments are made on all outstanding issues.

Partner/SR Risk Management

  • Review and Monitor all SR financial activities.
  • Review all SR partner reports. For compliance with donor regulation.
  • Contribute to monitoring whether appropriate due diligence is carried out by partners/SRs, including financial capacity assessment.
  • Contribute to monitoring actions taken to address weaknesses identified through partner due diligence
  • Coordinates/performs partner/SR audits to ensure compliance with donor and Plan rules and regulations.

Audit Management

  • Contribute to all Internal and external audits, facilitating timely provision of documents and information as required by external auditors/reviewers LFA for the Grant.
  • Attend to Grant audit needs and Management letter request.
  • Attend to grant management request (grant Budget, FAB modifications.
  • Contribute to monitoring actions taken by management in response to external audits and reviews, ensuring that all such actions are implemented and reported as agreed and on a timely basis
  • Keep the Project Finance Manager informed of any initiative or difficulties relating to the job’s responsibilities.
  • Any other duties that may be assigned from time to time

  1. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • At least 3 years’ experience in working as an Accountant.
  • Independence and objectivity, you should be able to work with minimum supervision
  • Ability to remain calm and positive under pressure and in difficult situations

  • Ability to train and mentor staff, partners and communities
  • Ability to study and quickly understand new operating environment and organizational systems

Qualification and Experience

  • A university degree or equivalence in the fields of Accounting
  • In depth knowledge of financial systems, financial management and reporting
  • Minimum 3 years’ relevant experience in a similar position in a comparable organization.
  • Good knowledge of Global Fund financial reporting requirements, policies and procedures will an added advantage.
  • Good knowledge of local accounting practices, standards, procedures and regulations
