Role Summary

The Grants Financial Manager will support Senior Management with financial analysis and data to support timely and effective decision making. They will collaborate closely with the Global Support Office Finance Partner, Field Finance Manager and Senior Management in DR Congo to ensure sound financial management of grants, effective cost coverage, and accurate spend forecasting. The Grants manager will also support the budgeting and financial reporting processes, ensuring accuracy and eligibility.

Project Overview

Medair is significantly scaling up its programming in DR Congo in response to the recent Ebola outbreak. Medair is implementing specific pillars of the response to the outbreak, including Infection Prevention control, Case Management, Surveillance, Risk Communication and Community Engagement and Mental Health/ Psychosocial Support.

Workplace & Conditions

Kinshasa, DRC, with regular travel to Ituri and Nord Kivu Provinces.

Responsibilities:

• Establish/ maintain appropriate systems and procedures to ensure compliance with donor contracts. Know donor regulations and advise on eligibility of expenses, budget flexibility & spending deviations. Check financial reports.

• Maintain an overview of all ongoing grants and ensure costs are allocated accurately and appropriately to maximise cost coverage whilst ensuring appropriateness and eligibility of costs. Conduct regular reviews and corrective action.

• Work with the Finance Partner to ensure regular updates to cost coverage calculations and availability of financial information to enable timely and sound financial decision-making by Senior Management.

• Support country leadership in financial analyses. Provide the right data to support decision making on staffing, equipment, fleet, etc. This includes developing or maintaining the right tools such as staff or fleet matrix.

• Support teams with budgeting, asking relevant questions to check/ prompt inclusion of easily overlooked costs. Work with teams to ensure accurate spend forecasting and cash need projections, keeping the Finance manager informed.

• Monitor grant spending on a monthly basis, communicating with relevant programme managers on any under/ over spend and working with them to agree appropriate corrective actions to bring spending in line with approved budgets.

Qualifications, Experience & Technical Competencies:

• Financial diploma or e.g. certificate in business administration and/ or accounting/book- keeping/ related

• 3-5 years minimum experience post qualification

• Proficiency in French language, written and spoken

• Proficiency in using Excel spreadsheets

• Overseas experience in relief work with an NGO, ideally in finance or grant management

Behavioural Skills

• Strong servant leadership skills; able to coach and support other staff members.

• Strong numeracy skills and attention to detail combined with ability to see the big picture.

• Good communication and interpersonal skills; able to maintain and develop relationships with stakeholders.

• Creative, solution-oriented, flexible, with good understanding of cross-cultural issues.

• Organised and able to prioritise. Capacity to work under pressure to meet tight deadlines and manage personal stress levels.
