Project Summary:

Land O’Lakes Venture37 is preparing for an anticipated USAID/Egypt Feed the Future Resilient Agriculture Activity with a potential procurement release date later in 2024. The purpose of the Activity is to strengthen the competitiveness of the agricultural sector while promoting a climate smart food and agriculture system. The Activity will build upon past and ongoing investments from USAID, the Government of Egypt, and other donor partners to incentivize private sector investment, promote market-oriented climate smart technologies, and strengthen the resilience of smallholders.

Position Summary:

The Grants Manager oversees the management and implementation of the program’s grants under contract mechanism. The Grants Manager will coordinate with technical and finance staff to ensure that grants are complimentary to program activities and on-budget. S/he oversees compliance and ensures the completeness and quality of the grant agreements and implementation. The Grants Manager coordinates the evaluation and selection of enterprises awarded grants, leads grant monitoring and ensures proper closeout.

The position will be located in Cairo, Egypt.

Primary Responsibilities:

  • Oversee the development and administration of Grants Manual and USAID regulations covering all procedures from announcement and intake through analysis and final selection and closeout;
  • Oversee capacity building of grantees in areas of finance, leadership, human resources and operations;
  • Draft requests for grant applications and/or an annual program statement targeting promising small and medium-sized agribusinesses and local institutions;
  • Analyze and evaluate grant submissions for technical and budget soundness and compliance with USAID regulations, recommending award actions;
  • Prepare grant-related donor approval requests and promptly respond to grant-related donor requests;
  • Oversee the issuance of grants and maintain documentation through the development and upkeep of Venture37’s grants database and document management system;
  • Train and provide guidance to team members on grant monitoring and compliance for site visits, grantee deliverables and milestones review; and
  • Prepare reports and analyses regarding the grants program.

Required Skills & Qualifications:

  • Bachelor’s degree in finance, business, management, or another related field;
  • Seven 7) years of progressive experience managing or working with a grants portfolio for a donor funded project;
  • Experience with a grants management database used to manage workflow and document key stages in a grant cycle;
  • Expertise in USAID rules and regulations (ADS, FAR) as it pertains to grants under contract;
  • Proven attention to detail throughout work history, including managing and organizing electronic and hard copy files that are subject to review or audit;
  • Experience with writing and reviewing clear and deliverable-based program descriptions for grants;
  • Excellent interpersonal and communication skills;
  • Fluency in Arabic (written and verbal) languages; and
  • Strong verbal, written and presentation skills in English

**This position is not eligible for expat allowances and benefits. Egyptian nationals are strongly encouraged to apply.

Desired Skills and Qualifications:

  • At least four (4) years of experience managing a grants portfolio under USAID-funded projects
  • Strong knowledge of USAID and U.S. Government rules and regulations
  • Experience with grants under contract
