About the role

Girl Effect’s Head of Procurement will be responsible for reviewing current Procurement policies, contracting guidelines and developing a comprehensive Procurement manual that can be adapted across all country offices. He/she will have a track record of successfully designing approval limits and matrices for use across the organisation.

The role holder will have strategic responsibility for ensuring value for money and legislation compliance through the support and development of best practice across the organisation. The Head of Procurement will provide Procurement advice and support to the senior leadership team, working collaboratively with different parts of the business to build their understanding, confidence and capacity on Procurement best practices and values.

Key responsibilities:

  • Review policies, programs, systems and other documents related to Procurement and develop a new Procurement and Contractual Procedures Manual. This will require the following:
  • Understanding Girl Effect Procurement requirements and business model
  • Revamping Procurement process, templates, documents and approval matrices
  • Designing systems to implement and automate Procurement processes
  • Planning and implementing capacity development of the Procurement, Finance and Operations teams related to the new policy
  • Develop Procurement teams in various countries; coach and mentor them to ensure they are technically proficient to drive the Procurement process
  • Responsible for the development, implementation and on-going management of the Procurement strategy. This will enable Girl Effect to influence and support legal compliance of Procurement policies across the organisation and generate value for money
  • Lead the development of country specific Procurement guidelines and cultivate a database of local suppliers in each country where Girl Effect has presence
  • Drive continuous improvement and best value practices within the teams in challenging existing environments to ensure key performance and financial targets are met and corrective actions taken where necessary
  • Leverage resources across all geographies to support business goals, bringing all expertise necessary to address the organisation’s challenges to safeguard against contractual and commercial risk
  • Report to the senior leadership team and respective committees as required and provide up to date status reports on Procurement including demonstrating value for money and compliance to regulatory Procurement requirements, including but not limited to Anti-Bribery, Corruption and Fraud
  • Ensure all aspects of regulatory compliance are adhered to in regard to the respective Procurement policies, external requirements and implement strategies that safeguard Girl Effect’s contractual and commercial risk
  • Develop effective collaborative relationships with key stakeholders, external providers and other agencies to ensure strategic and operational needs are fully understood and incorporated
  • Identify and implement procurement training needs for individual and organisational development
  • Establish and manage future demand and capacity planning as well as supplier risk management
  • Act as the principle conduit for formal communications with external companies during the Procurement process

Does this sound like you:

  • Minimum of 8 years experience in procurement process and system design
  • Deep understanding of development of procurement manuals, review of processes, suppliers and contract management specific to procurement of services
  • Demonstrable track record of having procured creative and media related services.
  • Experience working at a strategic level with a strong track record of success in delivering financial savings
  • Experience of conducting business process re-engineering and implementing procurement IT systems and processes in a global organisation
  • Exceptional programme management skills.
  • Experience tendering and managing high value contracts exceeding £1m
  • Experience implementing best practice contract and supplier management
  • Excellent communication and influencing skills including but not limited to negotiating and contracting
  • Experience of developing and managing procurement staff, ideally internationally

Nice to have

  • Understanding of procurement of media services will be an added advantage.
  • Expertise in managing supplier base and teams spread over multiple geographies in Africa, Europe and India
