UNICEF Somalia played a key role in making sure that child-focused data, with attention to gender and minorities, was included in the country’s first national development plan in 30 years. We have been tackling issues such as child mortality, better access to health services, severe malnutrition, and stronger child rights. We are working with partners to address the alarming food insecurity and malnutrition levels in Somalia. We are supporting community based reintegration programs for children released from armed groups, and are working on developing a social protection policy. We are also conducting robust HACT implementation.

How can you make a difference?

Under the overall guidance of Chief Health and under the technical line management of the Health Manager, MNCH, P4, the incumbent will be responsible for the following activities:

Support to program development and planning

  • Contribute to the design of and implement quality assurance strategies/processes for the implementation of the Civil Society Organization (CSO) procedure. This includes processes to ensure that implementing partners are selected and assessed in accordance with the CSO procedure and that all documentation is in line with corporate standards as stipulated in the CSO procedure.
  • Support in the formalization of implementing partnerships with government, civil society organizations and other implementing partners in line with relevant policies, procedures and guidelines, including the CSO Procedure and guidance on work plans.

Program management, monitoring and delivery of results

  • Help to manage allocation and disbursement of Maternal Neonatal and Child Health (MNCH) funds, ensuring that funds are properly coordinated, monitored and liquidated.
  • Monitor progress and compliance against the MNCH annual work plan.
  • Monitor and maintain updated and complete records of all MNCH and GF contributions (Grants, funding proposals, donor reports, etc.) to the health section.

Technical and operational support to program implementation

  • Provide technical and administrative support in the implementation of Harmonized Approach to Cash Transfers (HACT) in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines with key implementing partners through training and programme visits.
  • Design and implement capacity building strategy/initiatives to ensure that Implementing partners MNCH staffs are knowledgeable and comply with the HACT and CSO procedures and other relevant corporate policies, procedures and guidance that impact on implementing partnership management
  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on health and related issues to support program development planning, management, implementation and delivery of results.

Networking and partnership building

  • Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity and exchange knowledge/expertise to facilitate the achievement of program goals on children rights and social justice/equity.

Innovation, knowledge management and capacity building

  • Ensure timeliness and quality donor reporting. This includes gathering of information, consolidation, editing and layout of all required MNCH reports. In reviewing the reports ensure compliance with donor requirements, quality of data and systematic-results based reporting.
  • Ensure there are effective work processes on donor report submission within the MNCH section as well as proper and efficient system of managing the records of donor reports / proposals.
  • Build capacity of project officers, implementing partners on proposal writing, reporting and consumer feedback and/or human-interest stories.
  • Serve as the custodian of MNCH related implementing partnership documentation such as assessment and assurance reports, Program Cooperation Agreements (PCAs) and Small-Scale Funding Agreements (SSFAs), ensuring that they are properly archived.

To qualify as an advocate for every child you will have…

  • Education: Advanced university degree in Business Administration, Management, Economics and/or other public health related science is required.
  • Work Experience:A minimum of 5 years of professional experience in public administration, programme planning and management and/or in relevant areas of donor and NGO partnerships at the international level some of which preferably in a developing country is required. Relevant experience in program/project development and management in any UN system agency or organization is an asset.
  • Language Proficiency:Fluency in English is required. Knowledge of another official UN language or a local language is an asset
