NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across seven countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda and Tanzania). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.
Role Specific Information:
Limitations around HLP capacity is not unique to government institutions; there is also a considerable degree of lack of awareness on basic HLP issues among national and international humanitarian partners. Fostering a coordinated approach that ensures HLP considerations are properly mainstreamed in humanitarian planning and response will not only guarantee the protection of HLP rights at all levels, it will also strengthen the overall protective environment for displaced communities and contribute to durable solutions. While individual organizations could take steps toward addressing HLP issues, the HLP sub cluster is best placed to effectively advance HLP objectives, coordinate HLP responses, and facilitate the development of HLP strategies.
The HLP sub cluster is an important coordination body with respect to advancing HLP objectives in Somalia. In essence, activities of the HLP sub cluster feeds directly into the overall strategic objectives of the Protection Cluster. It is upon this background that the position has been created to support and strengthen the coordination and operations of the Somalia HLP Sub Cluster as co-lead.

Duties and responsibilities
Generic responsibilities
The incumbent is expected to support the HLP Sub Cluster in keeping with the Cluster Approach, including cluster coordination processes and practices. This will encompass contributing to, supporting and/or facilitating the day-to-day operational and technical activities of the sub cluster, including but not limited to, coordinating with partners, organizing and facilitating meetings and forums, support to subnational level HLP working groups, close coordination with the Protection Cluster, etc. As part of his/her responsibilities, the Sub Cluster Coordinator is expected to represent the interests of all partners impartially.
Specific responsibilities
- Develop a detailed calendar of events for meetings, forums, and other joint events for the national HLP sub cluster and ensure consistent and responsible implementation, including timely organization of the events, effective communication with partners, and logistical arrangements are in place.
- Revitalize and support the functioning of all subnational level HLP working groups by facilitating the development of a calendar of events for each working group and supporting consistent implementation.
- Develop and maintain an updated database (MS Excel spreadsheet) of all HLP sub cluster members, ensuring that cluster membership is transparent, inclusive, consultative and results-oriented.
- Develop and maintain an updated official sub cluster mailing list.
- Prepare and circulate the minutes of all meetings, forums, and other joint events of the national HLP sub cluster to members of the wider Protection Cluster.
- Request, consolidate and circulate the minutes of all meetings, forums, and other joint events of the subnational HLP working groups to members of the wider Protection Cluster, including members of the national HLP sub cluster.
- Maintain a comprehensive directory of all HLP sub cluster activities, plans, and documents.
Establish strong working relationships with UN Habitat, the Protection Cluster and HLP all sub cluster members in order to facilitate effective collaboration and communication.
- Represent the HLP sub cluster in joint inter-agency assessments national level, ensuring that HLP considerations are adequately taken into account.
- Coordinate the preparation, consolidate and submit the HLP sub cluster’s 5W matrix within the deadline established by the Protection Cluster.
- Ensure that all routine reporting obligations are delivered on a timely basis and other ad-hoc requests for information related to the HLP sub cluster activities are responded on a timely basis.
- Contribute to the development of reports and advocacy statements on behalf of the HLP sub luster.
- In consultation with the ICLA Specialist, represent the HLP sub cluster in operational meetings with sectoral and external partners, authorities and other relevant interlocutors when needed.
- Contribute to the development of the national level HLP strategy and workplan, and lead the implementation thereof.
- Make recommendation on and/or upgrade the format and frequency of meetings and other forums when necessary.
- Perform other related duties as required.
Qualifications
- Undergraduate degree (equivalent of a BA/BS) in Law, Political Science, Economics, International Relations, Business Administration, Social Science or related fields. A Master Degree is preferred.
- Minimum 5 years of relevant prior experience within the humanitarian sector, specifically coordination or a solid protection background.
- Excellent English language and communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
- Previous work experience in Mogadishu will be an advantage
