Background

The Central African Republic (CAR) continues to face enormous humanitarian needs due to years of conflict and instability. In 2025, half of the population remains in need of humanitarian assistance (2.8 million people) and about 40% of the population fears for their safety. Around 500,000 people live in protracted displacement and depend on humanitarian assistance and protection to survive, while more than 2 million people face food insecurity.

NRC has been present in CAR since 2014 and currently employs 10 international staff and around 150 national staff. NRC operations cover a wide geographical area with activities spread across strategic prefectures throughout the country such as Mambere Kadei, Nana Mambere and Ouham Pendé in the west, Nana Gribizi, Kemo and Ouham Fafa in the center, Basse-Kotto in the south, Ombella Mpoko in the southwest. NRC operates from three field/area offices in Bouar, Kaga Bandoro and Alindao, and a country office in Bangui, the capital.

The programme portfolio includes six (6) core competencies: ICLA (Information, Counselling and Legal Assistance), Livelihoods and Food Security (LFS), WASH, Shelter, Education as well as Protection from Violence.

To achieve its country objectives, NRC is recruiting for an experienced and dedicated Human Resources and Administration Manager.

What you will do:

In this position, you will:

  • Implement global standards and initiatives at the CAR Country Office
  • Contribute to the development of the country office’s strategy and action plan by providing input and suggesting initiatives, and supporting their implementation and follow-up
  • Contribute to the development of NRC CAR Learning and Development Strategy
  • Assist in mitigating Country Office legal risks
  • Capacity building of the CAR HR Team
  • Support and guide the international staff in HR management matters
  • Oversee and manage the HR team in Bangui ensuring effective delivery of HR services and support
  • Strengthen recruitment processes and ensure adherence to the minimum standards
  • Strengthen training and induction, on-boarding and off-boarding quality and processes
  • Improve the quality of performance management conducted by line managers across NRC CAR offices
  • Maintain a healthy and empowering office environment that encourages open, honest, and productive communication.
  • Contribute strategically to the functioning of the country office and the HR department by actively participating in planning processes and providing proactive updates to key strategic tools (e.g., Balanced Scorecard, Risk Register).
  • Work closely with senior management and program teams to ensure HR is effectively aligned with programmatic needs.
  • Ensure the proper management of disciplinary procedures in collaboration with management.
  • Revise strategic and operational HR documents (internal regulations, procedures, policies, salary survey, etc.).
  • Ensure proper use of the NRC People system to manage HR, with proactive and continuous updating.

    Administration

  • Manage and update contracts after the review by the legal adviser
  • Manage offices and accommodation; offices, staff residences and guest house.
  • Manage office supply contracts (stationery and other office consumables) in close collaboration with the logistics department.
  • Ensure regular updating of all NRC documentation in CAR; official NRC documents (registration and other documentations) etc.

What you will bring:

  • Minimum 2 years of experience from working as a Senior HR Manager in a humanitarian/recovery context or 3 years for a major private company in CAR
  • Experience working in complex contexts,
  • Documented results related to the position’s responsibilities,
  • Knowledge about own leadership skills/profile,
  • Fluency French, both written and verbal.
  • Professional working competency in English, both written and verbal will be an added advantage.
  • Knowledge of the context in the Central African Republic
  • Experience of the management of HR systems supporting 100 + staff
