TERMS OF REFERENCE (ToR)
Hydrological Survey – School Feeding Program

1. Background

Light Up Hope is implementing a School Feeding program in Kajiado and Nairobi Counties targeting 85,128 learners across 210 schools from 2022. Whilst the program has been providing food and tasking the schools to provide water for preparation of the food, 80% of the schools still lack consistent, safe and clean water for this purpose. LUH thus seeks to provide access to clean and reliable water for 3 of the beneficiary schools namely:

  1. Ngatu Comprehensive School in Kajiado East
  2. Kimuka Comprehensive School in Kajiado North
  3. Senior Chief Mutunkei Primary School in Kitengela

LUH seeks to engage an experienced consultant to carry out the survey in the aforementioned sites and provide a detailed BoQ for borehole drilling. The hydrological survey will assess the feasibility of drilling, ensuring that the selected site within the 3 schools has adequate and sustainable groundwater.

2. Objective of the assignment

The main objective of this assignment is to conduct a detailed hydrological survey to identify the most suitable location for drilling a borehole in the 3 schools, ensuring optimal yield and water quality for long-term use.

3. Scope of Work

The consultant will undertake the following activities:

  1. Preliminary Assessment:
  • Review existing geological and hydrogeological data for the areas indicated above.
  1. Field Survey:
  • Conduct geophysical investigations using appropriate techniques

    Identify the depth, yield, and quality of groundwater at potential sites within the 3 schools.

  1. Data Analysis and Reporting:
  • Analyze field data to determine the best location for drilling in the mentioned schools.
  • Provide recommendations on borehole depth and construction specifications guided by the principle of Do No Harm. This is in relation to the existing boreholes in the community.
  • Prepare a comprehensive hydrological survey report and provide a comprehensive BoQ for the program’s decision making.

4. Deliverables

The consultant will be expected to submit:

  1. Inception report outlining the methodology and timeline within 3 days after contract signing.
  2. Hydrological survey report, including:
  • A detailed analysis of the hydrological survey findings.
  • Recommended drilling site(s) within the 3 schools and specify any technical needs.
  • Detailed Bill of Quantities(BoQ) for onward decision making.

5. Duration

The duration of this assignment is set for 3 weeks commencing 14th July, 2025.

6. Qualifications and Experience

The ideal consultant or firm should possess:

  • Proven experience in hydrological surveys and borehole site investigations.
  • Expertise in using geophysical survey techniques.
  • A team of qualified professionals with relevant academic backgrounds in hydrology, geology, or related fields.

7. Reporting and Coordination

The consultant will directly report to the Program Lead – School Feeding.

8. Payment Terms

Payments to the consultant will be made within 14 working days upon submission of the Hydrological survey report.

9. Proposal Requirements

Interested consultant or firm should submit a proposal with the following:

  • A technical proposal outlining the understanding of the ToR and the workplan.
  • A financial proposal with a detailed budget.
  • Relevant experience and references.
  • CVs of key personnel.

In 2012 we started by working with students in primary and secondary schools, providing school sponsorship and family interventions. With time, we realized the importance of instilling mentorship and post-secondary opportunities for our students to make a successful transition to independent adulthood. With that realization, our university program was created with a robust mental health counseling and mentorship component. Since then we have demonstrated success with students who have transitioned through our programs from a young age and are now in the Kenyan job market as businesspeople and professionals.

In 2022 we recognized the way climate change is increasing poverty and stress on the people of Kenya and our largest current initiative involves alleviation of suffering for communities in Kenya impacted by drought. This includes provision of school lunch to over 78,000 students in drought affected Kajiado County. Intentional selection of students from this community for our high school and university programs help the community expand beyond pastoralism to more long-term sustainable careers which will not be so heavily affected by climate change.

It fills us with joy to see these students achieving their dreams and finding alleviation from the burden of consistent hunger. But we are not done yet. Still, only 15-17% of Kenyan girls graduate university, and there are still 90 schools in Kajiado County urgently in need of feeding intervention. We are not interested in putting band aids on an issue of systematic poverty; rather we are working to interrupt the systems and provide interventions that will break Kenyans out of the poverty cycle.
