We are recruiting to fill the position of:

Job Title: Hygiene Promotion Officer

Location: Mubi, Adamawa
Contract type: National Contract

The Position

  • DRC is seeking the services of a committed and competent Infection, Hygiene Promotion (HP) Officer to join the Adamawa Team. Interested persons will be reporting to the Team Leader.
  • The job requires someone who can provide Covid 19 related health advise to communities as the person will be working to deliver a COVID-19 project.

Duties and Responsibilities
The main duties and responsibilities will include but not limited to:

General Programming & Operations:

  • Facilitate formation of community structures in hygiene promotion and strengthening of the existing structures such as Community based hygiene promoters and WASH Committees through trainings sensitization workshops and other hygiene promotion awareness campaigns.
  • Design, develop and implement appropriate HP mobilization strategies for DRC’s WASH projects.
  • Develop hygiene promotion workplans for multi-funded projects.
  • Ensure efficient and Effective program implementation while following the budget and work plan.
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.
  • Mobilization of beneficiary communities to maintain the established/rehabilitated/protected water sources.
  • Work with the WASH team in carrying out monitoring and evaluation exercises.

Coordination and Representation:

  • Collaborate with relevant Internal and External technical experts on issues related to Hygiene Promotion.
  • Represent DRC at WASH meetings and other relevant technical coordination meetings.
  • Ensure integration of WASH activities with other DRC sectors.
  • Coordinate with WASH and Shelter counterparts in other locations in the implementation of common funded projects.
  • Ensure good representation and reputation of WASH and Shelter sector at all levels.
  • Actively participate in internal coordination meeting
  • Ensure and actively participate in regular sector meetings.

Project Development:

  • Develop project plans and budgets for funding
  • Develop the projects’ M&E tools
  • Project implementation and reporting
  • Ensure management of WASH project grants through budget control.
  • Monitor and Evaluate WASH Projects.
  • Ensure quality control during implementation of WASH activities in accordance to Sphere and National standards.
  • Prepare WASH weekly, monthly, quarterly and annual reports to relevant authorities as per need.

Staff Management:

  • Supervise DRC’s community-based hygiene promoters.
  • Provide technical and programmatic leadership for the WASH staff members and community-based mechanisms in operational areas as needed.
  • Develop staff performance measurement and targets for the community-based hygiene promoters and appraise them based on the set targets.
  • Conduct daily field visits or as required to ensure WASH tasks are going on as planned and mentoring – through technical backstopping and training of duty bearers.

Logistics / Finance:

  • Support the Project Team Leader and Manager to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Contribute to grants management of all WASH projects through management of day to day project expenditures.

To be successful in this role, the candidate is expected to be honest, strongly motivated and display a high standard of integrity in humanitarian work, disciplined and team-oriented

Requirements
Education: (including certification, licenses etc.)

  • At least a Bachelor’s Degree Environment Health Science, Biological Sciences, Public Health or Nursing degrees from recognized institution

Essentials:

  • At least 2 years’ experience in planning, implementing and evaluating hygiene promotion projects.
  • Thorough knowledge of Hygiene Promotion Approaches, training of trainers and facilitating menstrual hygiene sessions for women and girls.
  • Good IT skills (especially MS Office).
  • Sound judgment and the ability to work effectively with others at all levels
  • Strong assessment, evaluation, analysis and strategic planning skills
  • Interpersonal communication and proven written / presentation skills
  • Demonstrated ability to manage under stressful conditions

Desirables:

  • Epidemiological experience
  • Experience working in a public health emergency (i.e. Ebola, Lassa Fever, Chorea and etc).
  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • Ability to multitask and work comfortably under pressure
  • Experience from working in an (I)NGO is an asset
  • Knowledge in Hausa
  • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions, any local speaking language will be an advantage

In accordance with Danish Refugee Council’s Terms of Employment:

  • The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for the tax returns.

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.
