INCLUSIVE EDUCATION PROJECT OFFICER 

Ensuring Quality and Inclusive Education for Children with Disabilities Program (EQIEP) 

The Ethiopian Center for Disability and Development (ECDD) was established on December 2005, registered by the Charities and Societies Agency in November 2009 and re-registered in February 2016 as an Ethiopian Residents Charity. ECDD has 60 Association members, a 7-member Board of Directors, and 40 staff members, the majority being persons with disabilities and women.  ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “disability-inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and non-governmental development programs.

ECDD is partnering with CBM international to promote inclusive and quality education for all, with a focus on boys and girls with Disabilities in support for the realization of Sustainable Development Goal (SDG) 4 target 4.5, which will be implemented in Tigray and Amhara regions of Ethiopia.

 

Inclusive Education Project Officer – Tigray

The ECDD Inclusive Education Project Officer for Tigray Region based in Mekele, reporting to the ECDD Inclusive Education Project Coordinator in ECDD Head Office in Addis Ababa, will implement and monitor all-inclusive education activities of the EQIEP project in Tigray Regions. The Project Officer will:

Description of Tasks:

 

  • Conduct capacity assessment, facilitate and strengthen the capacity of local Associations of persons with disabilities Consult with MoE and REB’s and town education bureaus on the implementation of an inclusive education system
  • Coordinate and jointly devise project implementation approaches with Organization for Rehabilitation and Development in Tigray
  • Support the identification of school-age children with disabilities at target schools and their catchment areas
  • Organize community mobilization activities to raise awareness on access to education for children with disabilities
  • Consult with REB personnel in target zones and towns on making target schools accessible to children with disabilities
  • Support establishment of Inclusive Education Resource Centers (IERCs) and provision of other inclusive education resource center materials at target schools
  • Assist the distribution of learning materials for newly established IERCs at the target schools
  • Devise a referral system for specialized service provision for students with disabilities at target schools
  • Help organize and participate in DAIT and other capacity building training for education personnel at zonal and town levels
  • Facilitate economic empowerment activities for families of children with disabilities at target schools
  • Help organize and participate in DAIT training for CCC field workers, CBR workers, DAs, DPOs, and other relevant grassroots level actors
  • Prepare regular and timely updates and reports, including success stories, best practices;
  • Undertake such other tasks as may be assigned by the ECDD Inclusive Education Project Coordinator and/or the ECDD Program Director.

Job Requirements

Qualifications:

  1. Education – BA degree in special needs education/Inclusive Education or relevant field           of   study
  2. Professional experience – a minimum of 2 years of experience
  3. Previous experience desirable working with parents of children with disabilities
  4. Good communication skills, interpersonal relationships, and teamwork
  5. Able and willing to travel frequently to target schools
  6. Competence in the use of computer applications
  7. Fluency in English and Amharic, other local languages and Sign Language skill also                   desirable

In 2005 several individuals in Ethiopia came together to discuss how to address the challenge of more effectively meeting the needs of persons with disabilities in Ethiopia, and ensuring their access to mainstream service delivery as well as development programs. They decided to create a new type of Ethiopian organization, one that would promote and facilitate disability inclusion, but not by providing disability or rehabilitation services to individuals. They decided to create an organization that would reflect, in its structure and programs, certain core values: majority governance by persons with disabilities and family members, gender equality, and positive bias (affirmative action) in the employment of staff. Finally, rather than create a membership organization of persons with disabilities, they decided to create an association composed of prominent individuals, both professionals with and without disabilities, 50% women, reflecting different aspects of society.

Thus the Ethiopian Center for Disability and Development (ECDD) was born and registered with the Ministry of Justice in December 2005. Following the Charities and Societies Proclamation of 2009, ECDD was re-registered by the Charities and Societies Agency on 6 December 2012, as an Ethiopian Residents Charity, Registration No. 0321. By 2012 ECDD Association membership had grown to over 60 members and its staff had increased to 18 full-time employees, over half of whom are persons with disabilities.Today ECDD has a staff of 42 persons with branch offices in Mekele, Tigray Region and in Hawassa in Southern Nations, Nationalities and Peoples’ Regional State, and Local Disability Advisors in Afar, Somali and Oromo Regional States.
