The objective of this piece of work is: To inform the design of NRC’s market based approach and response in Ethiopia, through better understanding of markets system, operations, and constrains or advance MBP in target locations. Identifying capacity and opportunities for vulnerable refugees and displaced populations to engage with and within these markets, and identifying potential for employment or self-employment opportunities.

In doing so, the NRC Ethiopia team will be in a position to develop appropriate market based approach for emergency, recovery and long-term development programmes in coordination with the wider community, local governance structures and the target population.**

Markets play an important role in facilitating access to goods and services, employment, information, permits and legal documents in emergency disaster situations and in everyday life. Markets does not only create alternative livelihoods for youth and women in production and service sectors, but also add value to existing activities. NRC Ethiopia is committed to ensuring all its activities are market sensitive and based on market analysis. Embedding NRC’s activities in market based approaches is a country, regional and organizational strategic priority. Such approaches include a spectrum of market based programmes from cash and voucher assistance in emergency humanitarian assistance to economic inclusion of displacement affected people through market support and development interventions in protracted contexts.

Therefore, NRC is seeking consultants to carry out a series of assessments and mapping exercises in the five regions to clearly highlight and understand markets dynamics, including:

(a) Mapping of potential markets for goods and services including potential vendors, partners and services providers across NRC Ethiopia Area Offices taking into consideration NRC core competencies

(b) Carry out cash feasibility analysis, including structural, operational, and system analysis in all NRC Ethiopia Area Offices.

(c) Identify internal organizational constraints and external constraints including policy issues, that affect market operations and market based programming in NRC target locations

(d) Identification of potential market based interventions and services relevant to NRC’s target groups (age and gender sensitive) for each area office.

(e) Recommendation on services sector approaches and measures to improve CVA intervention across NRC Ethiopia Area Offices
