The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. Functional Responsibilties

  • The International Monitoring & Evaluation Expert works under the overall guidance of the UNIDO Industrial Development Officer responsible for the project (Lead Programme Manager), Division of MSME Competitiveness, Quality and Job Creation (TCS/SME) at UNIDO HQ, in close collaboration with the Industrial Development Expert at UNIDO HQ, the Regional Programme Manager in Abuja, and the UNIDO-ITC project teams in Abuja.
  • Under the responsibility of the Programme Manager (PM) in Vienna and in close coordination with the Regional Programme Manager in Abuja and the Industrial Development Expert in Vienna, the Regional M&E expert will perform the following tasks and main duties:

Overall Monitoring and Evaluation:
Development and Implementation of Monitoring and Evaluation Systems:

  • Design a monitoring and evaluation framework aligned with program objectives, EU OPSYS requirements and the specific M&E frameworks of UNIDO and ITC.
  • This will include key performance indicators (KPIs), data sources, and collection methodologies, and develop data collection tools, tracking forms, and methodology guides adapted to the different types of data required (quantitative and qualitative).

Data Collection and Analysis:

  • Prepare monthly reports summarizing ongoing activities, results achieved, and gaps in relation to objectives. Identify potential obstacles and propose recommendations. Conduct in-depth analysis of semi-annual performance in relation to set goals. Include comparative analysis and identify trends.

Support to Planning and Information Management:

  • Create and maintain centralized database for the storage of means of verification and tracking of key indicators, facilitating access to and analysis of collected information.
  • Provide analytical support for the development of operational plans based on monitoring data and evaluation results.
  • Organize and facilitate training sessions for team members and local partners on monitoring and evaluation practices.
  • Support regular reporting on the status of the achievement of the indicators of the logical framework of the programme and provide inputs to the progress reports.
  • When required, assist project teams in conducting internal mid-term reviews of the programme in line with EU’s Results-Oriented Monitoring (ROM) in order to evaluate overall performance and progress and submit a report including findings, shortcomings and recommendations for corrective measures/actions and improvement of the projects’ interventions.
  • Monitor, where relevant, the implementation of recommendations of ROM missions and provide guidance on M&E related recommendations and adjusted project activities.
  • Provide inputs to the programme team for briefing project partners, donor, government and relevant stakeholders based on project highlights and experiences such as regional and country factsheets.
  • In collaboration with the Regional Outreach & Advocacy Expert, provide inputs for programme narratives on impact for the beneficiaries.
  • Prepare a final report covering the activities and the results of assignment.
  • Carry out any other assignment as requested.

Minimum Organizational Requirements
Education:

  • Advanced University Degree (Master’s or equivalent) in International Development, Management, Business administration, Economics or other relevant discipline.

Technical and Functional Experience:

  • A minimum of 5 years practical experience in the area of Monitoring and Evaluation of trade capacity building is required.
  • Knowledge on trade competitiveness, market access and value chains is required.
  • Understanding of developing countries needs and priorities is required;
  • Exposure to implementation and/or monitoring of international cooperation projects is an asset
  • Knowledge of EU and/or UNIDO/ITC evaluation and monitoring frameworks is an asset;
  • Proven computer skills, particularly in the use of office applications is required;
  • Ability to work within multicultural teams and maintain good and stimulating working relationships is required;
  • Good organizational and management skills is required;
  • Experience in African countries, particularly West Africa, is an asset.
