Role Summary

The IPC Focal Point is responsible for ensuring strict compliance with all Infection Prevention and Control (IPC) measures throughout the ETC. The post holder supervises and monitors all staff to ensure correct PPE use, safe patient and staff flow, appropriate waste management, environmental decontamination, and implementation of IPC measures in the crèche and caregiver areas. The IPC Focal Point also monitors PPE, chlorine, disinfectant, and hygiene-material consumption to prevent stock-outs.

Project Overview

The project strengthens Ebola preparedness and response in the DRC by improving health facility capacity for infection prevention, triage, and case management while maintaining essential services. It enhances community surveillance through trained Community Health Workers for early detection and referrals. Additionally, it establishes an Ebola Treatment Centre to provide safe isolation, quality care, laboratory coordination, and psychosocial support by one of the other partners.

Responsibilities:

IPC Compliance

• Ensure adherence to all ETC IPC SOPs and protocols.

• Monitor Doctors, Nurses, Hygienists, Cleaners, Laboratory and Support Staff for IPC compliance.

• Investigate and report IPC breaches and exposure incidents.

PPE Oversight

• Supervise all PPE donning and doffing procedures.

• Ensure correct PPE use and safe work practices in all ETC areas.

• Provide immediate corrective action when unsafe practices are observed.

Flow Management

• Monitor patient flow, staff flow, visitor/caregiver flow, and waste flow within the ETC.

• Ensure proper separation between high-risk and low-risk zones.

• Oversee safe waste handling, transport, and disposal.

Environmental Hygiene

• Supervise cleaning, disinfection, chlorine preparation, and environmental decontamination activities.

• Ensure IPC compliance in the crèche and caregiver areas.

Stock Monitoring

• Track daily consumption of PPE, chlorine, disinfectants, hand hygiene products, and cleaning materials.

• Maintain adequate stock levels and coordinate with Logistics to prevent stock-outs.

Training & Reporting

• Deliver IPC induction and refresher training.

• Participate in drills and outbreak preparedness activities.

• Produce regular IPC compliance and stock monitoring reports.

Qualifications, Experience & Technical Competencies:

• Registered Nurse.

• IPC and/or Ebola outbreak response training desirable.

• 1-year overseas experience in relief work with an NGO, having worked in the health sector desirable.

Behavioural Skills

• Strong knowledge of Ebola IPC procedures.

• Excellent observation, supervision, and coaching skills.

• Ability to enforce standards across all staff categories.

• Strong organizational, reporting, and problem-solving skills.

• Commitment to patient and staff safety.
