Introduction

The position is one of the technical positions in a multi-disciplinary team at the ILO Decent Work Technical Support Team for Eastern and Southern Africa and Country Office for South Africa, Botswana, Lesotho, Namibia and Swaziland in Pretoria (DWT/CO-Pretoria). The DWT/CO-Pretoria provides overall technical support for the preparation, implementation, monitoring and evaluation of Decent Work Country Programmes in the countries under its geographical competence. The position will establish country outcomes, strategies and programmes for the countries and the regional bodies covered, provide high-level technical and policy advisory services to the ILO constituents and other stakeholders; and develop and technically backstop programmes and projects.

The incumbent is expected to work in close collaboration with other technical specialists in the DWT/CO-Pretoria and labour migration project managers in the sub-region, and with specialists at headquarters involved in related research and advisory work, in particular with the Labour Migration Branch (MIGRANT). S/he will also cooperate closely with the other ILO regional labour migration specialists in the region, senior official’s in other organizations of the UN system, senior government officials, in particular in the ministries of labour, senior officials in employers’ and workers’ organizations, and senior academics and researchers in the field.

The Labour Migration Specialist reports to the Director of the DWT/CO-Pretoria. Technical oversight and advice will be provided by the Labour Migration Branch (MIGRANT) at headquarters.

Specific Duties

  • Contribute to the implementation of the ILO’s labour migration strategy and its plan of action (2018-22) concerning fair and effective labour migration governance in the sub region, in line with regional migration policy frameworks including the African Union migration policy framework, the Joint Labour Migration Programme and SADC Labour migration policy framework and action plan.
  • Provide policy advice to relevant member States in the development and implementation of labour migration policies and action plans in line with SADC labour migration policy framework, and provide capacity building on labour migration in line with relevant country and regional programme outcomes, relevant international labour standards and ILO policy guidance tools.
  • Provide policy and technical advice to ILO constituents and other key stakeholders such as Regional Economic Communities, UN agencies, international and national nongovernmental organizations, and other appropriate target groups. This includes advocating and promoting international labour standards, the Fair Migration Agenda and Multilateral Framework on Labour Migration, and ILO guidance tools on migrant and refugee workers,
  • Support the implementation of the ILO’s General Principles and Operational Guidelines on Fair recruitment and Guiding principles on the access of refugees and other forcibly displaced persons to the labour market, in close collaboration with MIGRANT and relevant ILO departments.
  • Ensure coordination of labour migration projects and activities implemented in the sub region and collaborate with other labour migration specialists in the region in particular the Regional Labour migration Specialist.
  • Develop knowledge products (guidance tools, working papers, case studies etc.) for policy dialogue, with a view to achieving fair migration and decent work outcomes for all migrant workers, refugees or other forcibly displaced people.
  • Disseminate knowledge about international labour standards on labour migration and provide support to member States wishing to ratify relevant Conventions or to develop bilateral or regional labour migration or mobility agreements.

  • Support implementation of the biennial Programme and Budget outcome relating to labour migration and mobility in the sub-region and relevant country programme outcomes in line with established ILO guidelines, and mobilise additional resources as needed.
  • Liaise with donors and potential partners with a view to mobilizing development cooperation resources and expanding the Office’s capacity to undertake various activities related to labour migration, including crisis migration, and provide guidance as appropriate to the design of donor-funded development cooperation projects and work. Design country-level, bilateral or multilateral development cooperation projects, technically backstop their implementation and ensure they yield results in line with the priorities identified in Decent Work Country Programmes.
  • Organize and facilitate sub-regional, inter-REC, and national tripartite meetings on labour migration (and crisis migration where relevant), training workshops, expert meetings, and meetings for NGOs, other agencies, target groups and staff as appropriate.
  • Participate and contribute towards the global compacts on migration and refugees, and related UN thematic working group meetings, and promote and support sub-regional and country initiatives for inter-agency programmes and policy coherence.
  • Facilitate coordination of good practices and guidance tools developed in the sub-region, with a view to disseminating information on good practices on labour (and crisis) migration policies, programmes and systems to sub-regional and country offices, and through publications, the ILO website and other knowledge networks. Participate in and contribute to relevant technical meetings, international, regional and national fora and advocacy campaigns relevant to the Africa region.

  • Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).

Required qualifications

Education

Advanced university degree in economics, geography, demography, or a relevant social science or legal studies, with demonstrated expertise in the relevant technical field.

Experience

Eight years’ experience at the national level or five years at the international level in the field of international labour migration. Previous work experience and successful experience in developing and implementing development cooperation projects and resource mobilization would be an advantage.

Languages

Excellent command of English. Working knowledge of French would be an advantage.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
