Purpose:

Purpose of the Position:

To provide strategic leadership and coordination to the effective execution of literacy and numeracy part of the education and life skills program that highly to contribute to quality of learning outcomes. Primarily responsible for technical leadership of WVE’s work to improve learning outcomes for children in early primary school with a focus on numeracy and literacy and link to the education and life skills program goal.    

Major Responsibilities:

·         Dedicate to the strategic development of the unlock literacy/numeracy program model of WVE and to take full responsibility for development in key aspects of literacy/numeracy program in the organization

·         To plan and provide professional development and support of high quality for education officers and develops annual plans and budgets; and coordinates implementation, monitoring and reporting of the same; and ensures that best practices are documented, disseminated and used to inform policies and practice at community, district, regional and national level.

·         Responsible for liaising and maintaining excellent relationships with WVE’s partners and various stakeholders in Basic Education (Literacy and Numeracy) at all levels (community, district, regional, national and including Teacher Training Colleges) to raise the profile and visibility of the Literacy and Numeracy program.

·         Ensure the effective contextualization and development of curriculum, training toolkits, monitoring tools, supplementary reading story books and basic math materials for unlock literacy and numeracy model.

·         Provide and facilitate  capacity building training for education officers and other relevant WVE staffs, stakeholders and other partners on unlock literacy and numeracy program and related concepts. Link it to the overall government initiatives towards basic literacy and numeracy.

·         Maintain strong networks, collaborations, partnerships with government offices, NGO (local and international), bilateral and multilateral organizations to improve the delivery of basic literacy and numeracy.

·         Strategically position – unlock literacy and numeracy programs to integrate different sectors (health, education, WASH, food security, CC, peace building, advocacy, child protection, relief, people and culture, etc).

·         Identify gaps in literacy and numeracy, coordinate research initiatives and share findings to feed into the WVE’s unlock literacy and numeracy model.

·         Collaborate with and technically support Humanitarian and Emergency Affair division in ensuring the consideration of literacy and numeracy and other non-formal education programs for children, adolescents, youth and parents in crisis and at risk in the community based programming.

·         Be engaged and proactively mobilize resources and generate funds for unlock literacy program, through presenting ongoing achievements, initiating or involving in relevant networking, creating strong partnerships, developing concept papers, proposals and organizing  internal resource mobilization events.

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

·         Educational level required:  BA degree and above in Education:  in languages (English and local Ethiopian languages), in Mathematics, Curriculum Instruction and Pedagogy, Educational planning and management and other related fields.

·         Minimum of eight years general experience and of which at least three years in NGOs. For MA six years general experience and of which at least two years NGOs’ experience.

·         A good understanding of the National Literacy and Numeracy Framework.

·         Experience in providing training on literacy and numeracy methodologies.

·         A proven record of raising standards of literacy and/or numeracy and delivering approaches that have led to high quality learning for all pupils.

·         Experience in working with workers from various technical sectors

·         Team-builder and team-player

·         Experience in community participatory project planning, implementation and monitoring.

·         Experience in managing, supervising and providing support to staff and volunteers.

·         Experience in proposal writing and research.

·         Demonstrated ability to communicate in writing and verbally with people

·         Fluent in both written and spoken English and Amharic

 

Working Environment / Conditions:

  • Work environment:  Office-based with frequent travel to the field
  • Travel:  55% Domestic/ travel to APs and international travel as required.
