Job title: Livelihoods Team Leader

Reporting to: Base Manager

Location: Rhino Camp

Background

In Uganda, DRC assists the refugees from neighboring countries mainly DR Congo and South Sudan in the South West, West and West Nile region of the country. DRC’s assistance to refugees has been both emergency assistance to address the short term influxes from the neighboring countries as well as to address the sustainable solutions for the refugees. DRC implements various program activities through various donors in Rhino Camp.

Overall purpose of the role:

The Livelihoods Team Leader’s main objective is to provide efficient and effective program implementation and smooth running of the Livelihoods sector operations according to DRC’s internal policies and operations handbook and in accordance with donor procedures and program design.

Key Responsibilities:

1. Team Leadership

  • Produce work plans for the sector staff in accordance with annual planning cycle
  • Train staff and provide regular updates of work planning and reporting against SMART objectives.
  • Oversee the performance of the Livelihoods team.
  • Based on Grant Opening meetings and requirements for the Supply Chain departments, make recommendations on staffing to the Base Manager and support with recruitment process as required.
  • Ensure that the sector activities involve the vulnerable groups (especially women and youths), in the project implementation including in group discussions and decision-making processes.

2. Implementation and Planning

  • Coordinate with the Finance, Procurement Officers and other sectors of DRC to ensure proper management of livelihood planning and implementation.
  • Serve as the main contact for Livelihood activities in DRC Rhino camp operations, and work closely with District and Sub-county production and Community Service departments in ensuring high quality standards in DRC livelihood sector operations.
  • Ensure that Livelihood Officers implement project activities within the budget limits and in line with good budget management and accountability procedures
  • Support Livelihood Officers in ensuring activities implementation is done in compliance with DRC/Donor quality procedures
  • Closely monitor the implementation of livelihood activities to timely identify any problems that may affect the achievement of intended outputs and results; by pragmatically and constructively dealing with them early enough
  • In coordination with field staff, ensure that vulnerable groups (especially women and youths) are actively involved during group discussion and the decision making process;
  • Represent the livelihoods sector during coordination meetings with stakeholders such as local communities, local government officials, and donors.
  • Organize and manage workshops, trainings and meetings that are hosted by the sector with relevant partners—beneficiary households, line ministries and CBOs

3. Sector Reporting & Documentation

  • Provide regular internal reports and other relevant information on general policy matters and programme activities to the sector staff and other relevant persons.
  • Ensure that a sound documentation procedure is adhered to, including relevant beneficiary database is developed, maintained and updated regularly.
  • Initiate the roll-out of relevant sector assessments on project status in project operational areas.
  • Ensure update-to-date records (disaggregated by gender/age/diversity) are maintained for all beneficiaries of the livelihoods interventions.
  • Actively participate in the preparation of relevant manuals/tool kits and training curriculums that can be used in training beneficiaries
  • Ensure that a sound feedback system is in place in the project area so that beneficiaries have easy access to DRC and that the Do-No-Harm principle to persons of concern/beneficiaries at the point of delivery is upheld.
  • Train staff on compliance with internal reporting requirements and required contributions to donor and other reporting.
  • Lead weekly, monthly and quarterly reporting processes of livelihood activities.
  • Actively contribute to project planning, development of proposals and documentation of lessons learned, best practices and success stories.
  • Lead the identification of beneficiaries needs using both technical skills and local knowledge
  • Engage and build strong and better relations with all community and settlement leaders (including Refugee Welfare Committee), local government structures and line ministries including OPM staff for the enhancement of DRC/ Donor overall program objectives.

4. Monitoring and Evaluation

  • Actively participate in monthly Budget Follow up review meetings and ensure all livelihood activities status are updated and submitted to Base Manager/designate
  • Manage all livelihood data collection exercises including the conduction of assessment and surveys (e.g. baseline surveys, yield assessment, do-no-harm surveys etc.) in close coordination with the Country M&E unit to monitor and evaluate food security and livelihoods projects activities;
  • Work closely with M&E unit to identify, document and disseminate relevant project success, challenges and follow up on implementation of project’s action points
  • Support the undertaking of detailed situational analysis in collaboration with relevant stakeholders (especially the PoC) and propose appropriate project implementation approaches
  • Supervise the implementation of all participatory needs/vulnerability and capacity assessments of affected communities and PoCs
  • Participate in project evaluations and assist in the analysis of results

5. Administration & logistics

  • Ensure compliance with donor requirements regarding programming implementation and asset management.
  • Support sector team with logistics arrangements to facilitate effective programming.
  • Provide management of all sectoral implementation budget, including timely expenditure planning & budget follow ups in consultation with the Base Manager.
  • Ensure DRC financial procedures, guidelines and corruption control is maintained among the team.
  • Initiate procurements and ensuring adherence to correct procurement and logistical procedures and in coordination with the Logistics department both in Rhino camp and Arua, support the timely procurement of project materials, particularly in relation to managing cash based interventions.
  • Initiating the engagement of consultant services for required for enhancing effectiveness of sectoral activities.

6. Personnel Management.

  • Directly responsible for supervising livelihoods Officers, Assistants and any casual workers hired to facilitate implementation of sectoral activities.
  • Responsible for recruitment planning and leading recruitment of required field staff in consultation with the livelihoods Coordinator, Base Manager and HR Officer.
  • Conduct staff development including target setting, performance appraisal, and early identification of excellence and other performance issues and timely addressing such issues with support of HR department.
  • Provide capacity building to team members on relevant topics including social mobilization, participatory planning and prioritization, activity budget monitoring vis-à-vis implementation, vulnerability assessment and targeting, relevant approaches to project monitoring and reporting.
  • Mentor and supervise sector staff for effective and timely implementation of project activities.

7. Relationship Management:

  • Coordination: Maintain close and good relations with all relevant stakeholders including UNCHR, and other relevant UN organizations, OPM, local authorities, line ministries, donors, other NGOs, CBOs and other DRC partners;
  • Transparency: Ensure required reports and information is shared with the direct project stakeholders in a timely and adequate manner;
  • Reporting: Timely compile required reports for all relevant stakeholders as guided by the Base manager and project manager.
  • Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of conduct.

8. Reporting Arrangements

  • Direct line Manager is the Yumbe Base Manager.
  • Technical line Manager is the Livelihoods Coordinator.

9. Experience and Technical competencies:

  • With at least 3-5 years’ work experience in relevant field INGO or other agencies.
  • Experience in Agriculture, Agribusiness, and Business development.
  • Proven ability in the implementation of large-scale projects.
  • High integrity, pro-active, stable, robust character and a good team-player
  • Highly motivated, results-oriented, and with well-developed problem-solving skills.
  • Excellent analytical, negotiation, representation and presentation skills.
  • Knowledge of computers: word processing, database management packages.
  • Commitment to accountable practices.
  • Working knowledge and demonstrated experience working in challenging environments.
  • Proven ability to manage varied workloads and deal constructively with stress
