Chemonics seeks a billable long-term technical advisor for the Human Resources for Health in 2030 Capacity Building for Malaria (HRH2030 CBM) activity to support the fight against malaria in Chad. The purpose of HRH2030 CBM is to improve Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) grant performance in nine countries in West and East Africa, including Chad, through changes in policy or guidelines, improvements in monitoring and evaluation systems, or reductions in stockouts. The long-term technical advisors seconded to national malaria control programs (NMCPs) will facilitate these changes. These advisors will work in and with the NMCPs to provide technical support that builds the NMCPs’ capacity. In addition, the long-term technical advisors will ensure successful collaboration with in-country partners to optimize the malaria interventions that GFATM resources support and to improve the management and overall effectiveness of the NMCPs. Responsibilities include:

  • Assist the NMCP in Chad with taking appropriate management actions (planning, implementation, monitoring and evaluation, etc.) to meet GFATM grant requirements or conditions and, in turn, facilitate supply chain management (SCM) and stocking related to Global Fund financing
  • Assist the NMCP with developing and reviewing annual procurement and input management plans and procurement plans for better quantifying drugs, equipment, and laboratory consumables
  • Assist the NMCP during distribution and with meeting health facility needs according to standards and deadlines
  • Support the NMCP by providing quality assurance of products acquired and used throughout the distribution chain
  • Assist the NMCP with developing the new 2019-2023 National Strategic Plan and the new 2019-2023 Monitoring and Evaluation Plan to ensure that the Supply Chain Management component is included in the plans’ strategic documents
  • Provide expert advice and share practical experience to assist the NMCP and stakeholders with jointly measuring inputs, outcomes, and progress toward program objectives
  • Support the NMCP in procurement and inventory management as well as in monitoring and evaluation activities at the national and subnational levels, including insecticide-treated net distribution campaigns and seasonal malaria chemo prevention
  • Assist the NMCP with monitoring the supply chain, developing and supporting quantification-forecast-supply planning exercises, using routine reporting mechanisms, warehousing, and capacity building to ensure the effective management of health products
  • Assist the NMCP in setting up and managing a software for monitoring and updating the supply plan
  • Collaborate with the NMCP, implementing partners, and other stakeholders and donors — such as the World Health Organization, the United Nations International Children’s Emergency Fund, World Bank, and NGOs — to identify gaps in procurement and in the management of medicines and malaria commodity stockpiles to ensure effective malaria control coverage
  • Assist the NMCP in developing plans to manage GFATM activities (such as insecticide-treated net distribution campaigns), providing managerial support to NMCP leadership to brainstorm and identify technical interventions that future funding from GFATM will cover
  • Support the NMCP in mobilizing resources, particularly domestic ones, to gradually sustain investments in the fight against malaria
  • Support the NMCP in producing timely contractual documents and reports (e.g., for GFATM)
  • Assist the NMCP in reviewing the national strategic plan and the annual action plan reports; support the NMCP in updating the SCM procedures manual

Qualifications:

  • Master’s, Ph.D., or M.D. in a health-related field; specialized experience with malaria preferred
  • Minimum of 10 years of experience in positions with increasing responsibility for designing, implementing, and managing health programs focused on malaria and other health programs; experience in Africa preferred
  • Proven experience purchasing and managing medical product inventory, laboratory equipment, and other equipment
  • Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills relevant to working on complex projects in a highly sensitive environment
  • Experience with large donor-funded public health programs, especially USAID-funded public health programs, preferred
  • Experience with or strong knowledge of GFATM operating procedures (including proposal development and submission, monitoring and evaluation, and reporting)
  • Ability to work independently and in a team with diverse local and U.S. government personnel and partners; communicate information to health and non-health audiences; and achieve consensus on policy, project, research, and administrative matters
  • Demonstrated skills in donor coordination and collaboration
  • Experience strengthening HRH management, organizational capacity, and skills
  • Proven ability to communicate clearly and concisely both orally and in writing
  • Excellent diplomatic skills to establish and develop sustainable working relationships and a high level of trust with public and private organizations
  • Ability to prepare regular and ad hoc reports, activity documentation, and briefing papers
  • Excellent computer skills (in Microsoft Word, Excel, Power Point, and Outlook; Access; SPSS; and other statistical and relevant software) to implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and French required
