Program Summary:

Under the direction of the ICAP Congo Regional team lead and M&E Advisor, the M&E Officer will be responsible for all M&E related activities for supported sites in the region. S/he will provide technical support and capacity building to staff at departmental level, district, and site level on M&E related activities, use innovative M&E tools, and oversee data collection, training, and data management at the supported sites. This will involve working with the site-level staff to increase data quality through improving the completeness and quality of paper-based and electronic data, the quality of the patient records systems and accurate and timely reporting in the national DHIS2 system.

Qualifications / Professional Requirements:

  • Bachelor’s degree in computer science, information management, socio-medical sciences or a related discipline; additional experience with medical or public health records is preferable.
  • A master’s degree in public health is an asset.

Experience, skills & minimum required qualifications:

  • At least 2 years of experience with health-related data collection tools and databases • Experience in data analysis.
  • Experience with DHIS2.
  • Knowledge of operations and health systems.
  • Knowledge of hardware capabilities and functionality; data security; software, including Word, Excel, Access, and Power Point.
  • Excellent oral and written communication skills in French; proficient in English.
  • Experience in writing reports, training materials, guidelines, and standard operating procedures.
  • Strong data analysis skills.
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results.

Experience, skills & preferred qualifications:

  • Experience with HIV treatment programs in low resource settings is preferred.
  • Experience working with GLOBAL FUNDS supported programs is strongly preferred.

Travel requirements:

  • The position will be based in Brazzaville or Pointe Noire, there will be routine travel to ICAP supported sites.

Major Duties and Responsibilities:

The M&E Officer will:

  • Support the development of the ICAP Congo reporting system and monitoring plan.
  • Train and supervise site-level staff on data collection and reporting.
  • Lead and manage baseline indicator and/or situation analysis at sites.
  • Maintain the established reporting system database and support routine reporting.
  • Develop ongoing quality control/assurance procedures to ensure complete and accurate data entry.
  • Establish data security guidelines and activities to ensure that all data are stored and maintained in a secure and effective manner.
  • Contribute to data cleaning and analysis process.
  • Generate routine data summaries for project monitoring.
  • Provide general information technology support to supported sites.
  • Support ICAP Congo staff to document training and technical assistance activities and help to produce and disseminate technical reports, guides, manuals, and other written materials.
  • Provide regular liaison with M&E contacts.
  • Perform other duties as assigned.

ICAP at Columbia University's Mailman School of Public Health supports programs and research that address HIV/AIDS and related conditions and works to strengthen health systems. ICAP currently supports HIV/AIDS prevention, care and treatment programs in 13 African countries including: Côte d'Ivoire, Ethiopia, Kenya, Lesotho, Mozambique, Nigeria, Rwanda, South Africa, Swaziland, and Tanzania. ICAP supports several hundred project sites, which provide HIV prevention, care and treatment to hundreds of thousands of individuals.

Launched in 2004 as the International Center for AIDS Care and Treatment Programs, ICAP is led by its Director Wafaa El-Sadr. With a special emphasis on family-focused care, use of multidisciplinary teams, attention to the multitude of needs of individuals at risk for or living with HIV/AIDS, ICAP programs include HIV counseling and testing, prevention of mother-to-child HIV transmission, comprehensive HIV care, antiretroviral therapy, and management for related conditions, such as tuberculosis.

ICAP's goal is to build capacity for the implementation of diverse programs and to support the strengthening of other aspects of health systems, such as the renovation of health facilities, the training and mentoring of health care providers, and building the capacity of program managers and administrators. Such programs include Clinical Mentorship Systems Training and the ICAP Nurse Capacity Initiative. In addition, ICAP supports a Student Opportunities Program for undergraduate and graduate student from all disciplines.

ICAP partners with both public and private organizations, including ministries of health, the World Health Organization, and UNAIDS. Partnerships with non-governmental and community-based organizations, as well as faith-based groups, address care for at-risk populations, including children, and create income-generating projects for people living in affected communities.
