Lutheran World Relief (LWR) has been strengthening the resilience of communities and governments in West Africa and globally for decades, enabling communities to recover more quickly, and help governments at the national and local levels prepare for and mitigate the impacts of disasters and climate change. Lutheran World Relief implements early recovery, risk reduction, and resilience (ER4) programming across the global, including in countries such as Burkina Faso and Nepal.

About the Job: LWR is seeking a Monitoring and Evaluation (M&E) Lead to oversee the monitoring, evaluation, and learning components of the BHA West Africa ER4 Activity. The 5-year project is expected to strengthen the abilities of individuals, communities, institutions and systems in Sierra Leone and Togo to prepare for natural hazards without losing development gains through 1.) increasing access to and use of multi-hazard early warning systems, particularly at subnational and community levels; 2.) supporting and enhancing disaster risk reduction (DRR) structures, including linkages between national and subnational/local structures; and 3.) strengthening and enhancing community resilience to predictable disasters. The M&E Lead will develop, implement and oversee the project’s M&E system and plan, including a database to store and aggregate collected data, and ensure that data is used to assess progress, inform decisions, and guide program improvement. The M&E Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations. The M&E Lead will also support the development of local partners’ internal systems for M&E as well as overall capacity building on M&E and learning. This role will focus on integrating evidence-based learning across activities to enhance impact and accountability. The M&E Lead will ensure compliance with USAID’s performance monitoring requirements and oversee the preparation of high-quality reports and data for internal and donor use.

The position will be based in Togo and report to the Managing Director, Africa. Actual hiring is contingent upon signed agreement and USAID approval.

Key Responsibilities:

  • Ensure programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
  • Oversee the program’s robust learning component, including providing technical assistance for the project baseline, mid-line, and endline, developing the M&E plan, and developing a research dissemination plan. Lead the collection, analysis, documentation, dissemination, and use of best practices and lessons learned.
  • Develop and/or maintain strategic relationships with relevant stakeholders to promote effective coordination, collaboration, and dissemination of program learning.
  • Ensure effective data collection and monitoring systems are in place to submit on-time, accurate, and quality reporting according to contract.
  • Provide training and capacity-building for staff and partners on M&E practices and data management.
  • Participate in relevant M&E technical working groups and coordinating bodies; work with relevant ministries on project-linked M&E, as appropriate.
  • Conduct qualitative and quantitative program impact surveys to ensure that project goals are met and that the team constantly improves program implementation quality.
  • Conduct data quality reviews to ensure that all information required for submission to donor is collected in a valid, reliable, and timely manner.

Qualifications

  • Master’s degree in statistics or economics; or a degree in a relevant field with substantial course work in quantitative methods.
  • A minimum of five years of professional experience in designing and implementing M&E systems in the context of humanitarian response or DRR programs is required.
  • Extensive experience in designing and implementing monitoring and evaluation systems as they are practiced in the context of humanitarian response and DRR programs of similar size and complexity.
  • Demonstrated experience in building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design, and effectively promoting evidence-based program management with a strong understanding of the risk profile across systematically marginalized and vulnerable groups.
  • Expertise in survey design, data management, and quantitative and qualitative analysis.
  • Experience with USAID’s M&E requirements and familiarity with indicator-based performance tracking.
  • Demonstrated experience using research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
  • Extensive experience working in West Africa, with specific knowledge of the disaster risks, political, social and economic contexts in either or both Sierra Leone and Togo preferred.
  • Demonstrated experience in adaptive management and learning techniques is highly encouraged.
  • Successful experience in training and building the capacity of staff in monitoring, evaluation, learning, and data collection.
  • Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among public and private partners.
  • Experience collaborating and coordinating with local and national host government agencies.
  • Knowledge of and experience with USAID rules and regulations required.
  • Professional oral and written proficiency in English and French required.
  • Willingness and ability to travel to project sites in Sierra Leone and Togo.
