KikoRomeo is seeking a highly skilled Monitoring Evaluation and Learning Assistant to support the implementation of the project “WINGS: Work, Inclusion, Growth and Sustainability for women, youth and people with disabilities in Kenya”, in partnership with CISP and funded by the Ministry of Foreign Affairs and International Cooperation (MAECI) through the Italian Agency for Cooperation and Development (AICS).

Project background:

The WINGS project is a 36-month initiative in Kenya focusing on the school-to-work transition and aims to improve access to productive and decent work for vulnerable individuals, particularly women, youth, and persons with disabilities, in five target counties: Nairobi, Mombasa, Kisumu, Nakuru, and Uasin Gishu. The project addresses the issues of informality and unemployment by focusing on two specific sectors: domestic work and support staff, and ethical and sustainable fashion.

Result 3 of the WINGS project specifically focuses on promoting employment development in the ethical and sustainable fashion sector in Kenya and encouraging the growth of fashion businesses. The project intends to offer a structured and comprehensive programme encompassing online fashion business training, specialized technical training for designers and artisans in Mombasa, Nairobi and Kisumu, access to an advanced fashion lab with a showroom in Nairobi, and support for entrepreneurship, while fostering sustainable development and decent job creation. Through CISP, this result also aims to engage with academia, facilitating knowledge transfer and enhancing long-term training provision in the sector.

Key Responsibilities:

  • Design and implement the overall Monitoring & Evaluation (M&E) system for Result 3 activities.
  • Develop and standardize M&E tools, including trackers, databases, and dashboards for the project
  • Ensure timely and accurate data collection, validation, and management across all project components.
  • Track progress against project indicators by Monitor activity implementation progress against project objectives and work plans
  • Develop and maintain an M&E dashboard to support real-time tracking of progress and decision-making.
  • Prepare the project M&E reports on a monthly and quarterly basis
  • Support the Project manager to prepare monthly and quarterly reports in line with donor (AICS/CISP) requirements.
  • Ensure proper documentation and organization of means of verification for all indicators.
  • Conduct data quality checks and verification exercises to ensure accuracy and reliability.
  • Support the design and implementation of evaluation tools, including training evaluations and participant feedback mechanisms.
  • Track and report on project outcomes, including skills acquisition, employment, and entrepreneurship.
  • Work closely with the Project Manager and partners to support adaptive management and continuous improvement of the project.
  • Designed and deployed questionnaires in KoboToolbox, and trained enumerators on using KoBoCollect for efficient and high-quality field data collection.
  • Support the project in conducting assessments as needed; able to facilitate focus groups and other qualitative data collection exercises
  • Analyzed program data and contributed to the preparation of monitoring and evaluation reports to support evidence-based decision-making.
  • Any other duty assigned by the line manager

Key Deliverables:

  • Functional M&E framework and tools (trackers, templates, and databases)
  • M&E dashboard for tracking all result 3 outputs
  • Monthly and quarterly M&E reports
  • Clean and verified datasets for reporting
  • Documentation of means of verification for all indicators
  • Final M&E report with key findings, lessons learned, and recommendations

Requirements:

Education:

  • A university degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, or a related field (Master’s degree is an added advantage).

Professional Experience:

  • Minimum 3–5 years of experience in Monitoring & Evaluation for development projects.
  • Proven experience in designing and implementing M&E systems and tools.
  • Experience working on skills development, vocational training, or youth employment programs.
  • Strong experience in data collection, management, and analysis.
  • Experience in developing dashboards (Excel, Power BI, or similar tools).
  • Experience working with donor-funded projects (AICS, EU, UN, or similar) is highly desirable.

Desirable Skills:

  • Experience working in the fashion, creative, or manufacturing sector
  • Knowledge of inclusive programming (youth, women, persons living with disabilities)
  • Experience in training evaluation and outcome tracking
  • Familiarity with TVET systems and informal sector dynamics in Kenya
  • Understanding of AICS reporting and compliance requirements

Key Competencies:

  • Ability to translate data into clear insights and reports

The International Committee for the Development of Peoples (CISP) is a nongovernmental organization (NGO) established in 1983 with headquarters in Rome, Italy . The principles and purposes of the organization are summarized in the Declaration of Intent and the Code of Conduct for cooperation programs . The Statement of Purpose "For the Rights and against Poverty: Approaches and Operational Priorities CISP", developed with input from all players in the See of Rome and offices in third countries, defines the priorities of the CISP, built around the main objectives of combating poverty and social exclusion .

MAIN ACTIVITIES AND PRIORITY AREAS FOR ACTION

The CISP projects are designed not only to meet the priority needs and solve real problems in the country and in the action, but also as tools to identify, formulate and consolidate specific sectoral policies . Two interrelated purposes, because the possibility that an inspiring project or strengthens a policy address depends on its impact, the effectiveness and the credibility of those who carry it out. In this in 1997 , CISP has been the Co-operation and Development Network (CDN) of Pavia, in collaboration with the University of Pavia, the School of Pavia IUSS and two other NGOs.

The CISP processes and produces publications and audio-visual material and promotes opportunities for meetings and investigation to disclose and inform public opinion, the experience of cooperation more meaningful.

FUNDING AND RESOURCES

The CISP projects make use of funding and contributions from private individuals , associations, foundations, companies and Italian public institutions and international. Among the latter: the European Union , Ministry of Foreign Affairs , Italian local authorities, agencies, UN , governmental agencies of countries' Organization for Economic Cooperation and Development ( OECD ), national governments and local authorities in the countries in which it operates.

CISP, already formal approval under the Act 26 February 1987, n. 49 and considered a non-profit social organization (NPO) in accordance with art. 10, paragraph 8, of Legislative Decree 4 December 1997, n. 460, is also enrolled in the registry office of NPO of the Lazio Region (NGO sector activities).

CISP is part of the ' Directory of Civil Society Organizations and other subjects not-for-profit Italian Agency for Development Cooperation (Decree n. 2016/337/00161/4).
