Position Summary:

SFL seeks an experienced professional to fill the role of Monitoring and Evaluation (M&E) Manager – Liberia. The position focuses on achieving high-quality qualitative and quantitative impact assessment for an anticipated Water Pipe Network Expansion and Provision of WASH services in Health Facilitates Project in Liberia. The Monitoring and Evaluation (M&E) Manager – Liberia ensures that the M&E system, which complies with SFL’s M&E and internal-control policies, is developed and implemented. This position reports to the SFL-Bangladesh Chief of Party (COP) and to SFL-HQ M&E Manager.

Areas of Responsibilities:

  • Project-specific M&E strategy: develop and implement a detailed M&E plan, including theory of change, performance monitoring plan, quantitative and qualitative data collection tools, baseline and external evaluations as needed, and regular ongoing reporting of progress against indicators
  • Data collection: oversee and ensure reliable and rigorous data collection which supports comprehensive performance and impact evaluation
  • Project impact stories: collect qualitative information and generate human interest stories which demonstrate project impact on beneficiaries
  • Provide technical and management leadership of M&E staff and external contractors (as needed)
  • Field monitoring and visual observation
  • Learning: facility Collaborating, Learning and Adapting (CLA) opportunities for the project team to support adaptive management strategies

Education, Experience and Skill Requirements:

  • Bachelor or graduate level degree in international development, economics or relevant field.
  • Experience in project management, performance monitoring and evaluation for international development programs, including data collection and analysis. M&E experience in USG-funded projects preferred.
  • Project cycle knowledge and strong understanding of quantitative and qualitative data collection and analysis.
  • Strong teamwork and listening skills combined with excellent interpersonal skills and cross-cultural sensitivity.
  • Ability to research, analyze, coordinate, & plan – both strategically and innovatively.
  • Excellent English written and oral communications skills.
